Voters in Thai Nguyen reported that the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07) is the only expressway that has been invested in and is being exploited passing through Thai Nguyen province.
To continue to improve the expressway traffic system and at the same time strengthen traffic safety, voters request the Ministry of Transport to study and invest in upgrading and expanding the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07) to ensure compliance with the Road Traffic Network Planning approved by the Prime Minister in Decision No. 1454/QDTTg dated September 1, 2021.
Typical examples are as follows: Investing in upgrading and expanding the CT.07 route from Hanoi to Thai Nguyen (Tan Lap intersection) towards the median strip to ensure the route meets the standards of a 6-lane highway, with a road surface width of 3 lanes on each side (2x3.75 m); safe width on the roadside (emergency lane) of 2x3 m.
Regarding the above-mentioned voters' petition, the Ministry of Transport said: According to the Road Network Planning for the period 2021-2030, with a vision to 2050, the Hanoi - Thai Nguyen - Bac Kan - Cao Bang Expressway (CT.07) has a length of about 227 km, in which the Ministry of Transport has invested and put into operation as follows:
The Hanoi - Thai Nguyen route is 66km long, with 4 lanes (planned for 6 lanes).
Thai Nguyen - Cho Moi section, 40km long, 2 lanes (planned 4 lanes).
Currently, the authorities are preparing to start construction of the 28km Cho Moi - Bac Kan section, with a scale of 4 lanes (planned for 4 lanes).
For the remaining section from Bac Kan - Cao Bang, the Prime Minister has assigned localities to carry out investment preparation work.
The Ministry of Transport agrees with the proposal of voters of Thai Nguyen province on the necessity of investing, upgrading and expanding the Hanoi - Thai Nguyen section (Tan Lap intersection) according to the planning scale to meet transportation needs, support socio-economic development, and ensure national defense and security in the region.
"However, due to resource difficulties, it is not possible to allocate capital to invest in upgrading this expressway section in the 2021-2025 period," the Ministry of Transport emphasized.
In the coming time, the Ministry of Transport will continue to closely coordinate with ministries, branches and localities to seek and mobilize legal capital sources to soon deploy investment and upgrade this expressway section according to the plan (6 lanes).
