The Ho Chi Minh City Department of Construction has just issued a document responding to the proposal of the Ho Chi Minh City Department of Agriculture and Environment regarding the adjustment of the ban time frame for solid waste transport vehicles operating in the city.
From December 1, 2025, Da Phuoc solid waste treatment complex (Hung Long commune) will only receive waste from 6:00 p.m. the previous day to 6:00 a.m. the following day, instead of operating all day as before.
Central areas such as Districts 1 and 3 (formerly) need to collect continuously to avoid garbage from markets and businesses. When the Da Phuoc solid waste treatment complex stopped receiving waste during the day, the collection was at risk of being interrupted due to the ban on vehicles, leading to stagnation in the inner city.
The Department of Agriculture and Environment of Ho Chi Minh City proposes to reduce the ban on vehicles in the inner city to 7:30 - 9:00 (instead of 6:00 - 9:00) and 16:00 - 17:30 (instead of 16:00 - 20:00), to ensure that garbage trucks have about 1.5 more hours before and after the time of departure, enter and exit the waste treatment complex to transport waste in time.
However, the Ho Chi Minh City Department of Construction said that according to actual records, during peak hours in the morning (from 6am to 9am) and afternoon (from 4pm to 7pm), the density of vehicles in the inner city and gateway traffic routes is always very high, often causing prolonged congestion.
Therefore, reducing the ban on garbage trucks according to the proposal of the Department of Agriculture and Environment of Ho Chi Minh City is considered to increase pressure on the urban transport system, potentially causing congestion, accidents and traffic insecurity.
