Repairing and building 35,980 new houses for people after storms and floods

According to the Government's plan, the "Quang Trung Campaign" will be implemented in 9 localities: Ha Tinh, Quang Tri, Hue City, Da Nang City, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa and Lam Dong, with the goal of completing the construction of 1,628 new houses before January 31, 2026 and repairing 34,352 houses before December 31, 2025.

Do it immediately and do it resolutely

Implementing the direction of the Government, localities are racing to complete the repair and rebuilding of thousands of houses damaged by historic storms and floods, ensuring that people can celebrate Tet in time. The spirit of "Quang Trung Campaign" was activated, mobilizing maximum on-site forces and the political system to participate in support.

The whole city of Da Nang had 577 houses damaged during the historic flood. The city aims to complete the repair of all 431 apartments before December 31, 2025 and complete the construction of 146 new apartments before January 31, 2026.

As of December 9, 144/431 houses have been repaired, of which 121 have been handed over to people for use. With 146 new apartments needed to be built, 4 have started construction, 12 are preparing the site and completing the documents.

To speed up the progress, Chairman of the Da Nang People's Committee Pham Duc An requested the Military Command, the City Police and local authorities to mobilize maximum shock forces, unions, and enterprises. Localities reported that the biggest problems at present are the arrangement of safe resettlement locations and the transportation of materials due to landslides on traffic routes.

Mr. Pham Duc An also requested to closely monitor each household and mobilize consensus in relocating and building houses. The spirit of Quang Trung Campaign is to do it immediately, do it decisively..., Chairman Pham Duc An emphasized.

Quang Ngai province is also determined to complete almost all of the houses that need to be repaired due to natural disaster damage. Of the 58 houses that need to be rebuilt, Quang Ngai province has completed 29 houses, 4 houses are under construction, 8 houses have started construction and 17 houses have not started construction. With 524 apartments needing repair, 475 apartments have been completed, 40 apartments are under repair, and 9 apartments have not been implemented.

In Tay Tra commune, Provincial Party Secretary Ho Van Nien directly presented support to 20 households affected by floods, including: 6 households with completely collapsed houses: 60 million VND/household; 9 households with 50-70% damage: 30 million VND/household; 5 households with 30-50% damage: 15 million VND/household.

The Provincial Party Secretary also attended the groundbreaking ceremony for houses for poor households in Tra Nga village, requesting to complete the repair before December 31, 2025 and complete the new construction before January 31, 2026.

Gia Lai deployed the "Quang Trung Campaign" on a large scale, mobilizing the army, police and local forces to rebuild 674 houses that collapsed and were swept away after storms and floods. The goal is to complete before the Lunar New Year 2026. Of which, the Provincial Military Command constructed 397 houses in Tuy Phuoc and 42 houses in Kong Chro. The police force has built 106 houses, of which by December 9, 67 houses have been started, 25 houses are waiting for procedures, 14 houses cannot be implemented due to legal problems or are located in landslide risk areas. Each household with collapsed houses is supported with 60 million VND from the provincial budget, along with land support according to regulations. The army and police contributed working days to speed up the progress.

Working day and night for the happiness of the people

In Hue City, the City People's Committee has launched a campaign since December 6 in Loc An and Khe Tre communes, areas heavily affected by natural disasters in late October and November.

Vice Chairman of Hue City People's Committee Tran Huu Thuy Giang directly inspected the site, requested construction units to "work day and night", handle problems on the spot, and not let overlapping procedures slow down supporting people. The locality also mobilizes maximum social resources according to the motto "whoever has something to contribute", while mobilizing military forces to participate in building houses and repairing damaged works.

The storm and flood caused 5 houses in Hue to be completely damaged, 9 houses were severely damaged; Loc An alone had 3 houses that were severely damaged, Khe Tre had 10 houses that collapsed or were damaged. The "Quang Trung Campaign" is expected to help people stabilize before Tet, have a new, sturdy house to return to normal life.

In Quang Tri, the locality is handling a serious landslide in Khe Sanh commune that has threatened 12 houses, of which 2 houses had damaged the rear and 10 houses had cracks 1-10m long. Although the province has organized 3 working groups to inspect, survey and relocate all 12 households to safe places, the complex terrain and the risk of landslides continue to slow down the progress of surveys and solutions.

At the meeting on the morning of December 9, the Prime Minister criticized the province for not implementing housing repairs for these households and requested the province to promptly complete the plan, ensuring absolute safety before carrying out repairs.

On December 10, the People's Committee of Quang Tri province sent a document to the Prime Minister reporting on the progress of the recovery. The province has temporarily provided 10 billion VND from the reserve to conduct surveys, design anti-landslide works and set a goal of completing house repairs before Tet.

In Ha Tinh, at the time determined in the plan to implement the Quang Trung Quyet Campaign, no household in the province had any houses affected by storms and floods. However, the province is one of the localities that suffered the most damage due to consecutive storms No. 5, No. 6 and No. 10.

Immediately after the natural disaster, Ha Tinh mobilized the entire political system, along with military forces, police, border guards, militia and organizations, to urgently support people: repair damaged houses, reinforce vulnerable points, clear mud and soil, and ensure environmental sanitation.
