On March 20, the Ministry of Justice announced that it had just organized an online meeting on public investment.
At the Conference, the Department of Planning and Finance reported briefly the results of the implementation and disbursement of public investment capital in 2024. Accordingly, based on the disbursement data reported by investors, the Ministry of Justice has issued Report No. 88/BC-BTP dated February 27, 2025 to the Ministry of Finance reporting on the implementation and payment of public investment capital planned for 2024, reaching 97.05% of the assigned plan by January 31, 2025.
This is the highest disbursement result of the Ministry of Justice since 2021, exceeding the minimum level assigned by the Prime Minister (95%).
Regarding the allocation, implementation and payment of the 2025 public investment capital plan, according to the Department of Planning and Finance, in the current practical context, the implementation of projects needs to closely follow the orientation of restructuring the apparatus and arranging administrative boundaries to ensure waste prevention factors when continuing to implement projects in conjunction with the orientation of restructuring the apparatus.
The group of projects is not affected because the arrangement of the apparatus needs to promote the implementation and disbursement of capital plans.
Concluding the Conference, Deputy Minister of Justice Mai Luong Khoi suggested that for projects under construction in 2025, investors need to focus on implementing key tasks, including disbursing capital according to plan and ensuring construction progress.
Each project must have a clear disbursement plan, suitable for each implementation stage. Regarding settlement, Deputy Minister Mai Luong Khoi suggested that the Department of Planning and Finance focus on handling and ensuring progress according to regulations; urge and remind units that are investors but are slow to submit settlement documents.
Deputy Minister Mai Luong Khoi also requested the handling of projects that the Project Management Board had decided to dissolve before June 30. The Department of Planning and Finance is responsible for monitoring and handling all outstanding issues in accordance with the decision.
For projects to build headquarters of local administrative units, they will be temporarily suspended pending the results of the arrangement and merger of provincial-level administrative boundaries.
However, the Department of Planning and Finance must preside over and coordinate with the General Department of Enforcement to clearly identify which projects will continue to be suspended, which projects can be implemented immediately and which projects need to be completely suspended.
