According to the Ha Tinh Department of Construction, the North-South high-speed railway project is expected to pass through 23 communes and wards of Ha Tinh with a length of about 103.42 km.
To construct the section passing through the area, Ha Tinh plans to reclaim more than 760 hectares of land of all kinds, affecting nearly 1,800 households. Of which, it is expected to resettle about 1,300 households.
To date, localities have proposed to build 36 Resettlement areas (TDC) with a total area of over 80 hectares, estimated cost of about 900 billion VND (the number of TDC areas is expected to change as localities are continuing to review).
Previously, on August 19, Ha Tinh province held a groundbreaking ceremony for the first high-speed railway project resettlement area in Lien Vinh residential group, Ha Huy Tap ward.
The Lien Vinh Resettlement Area Project in Ha Huy Tap Ward is invested by the People's Committee of Ha Huy Tap Ward, with an investment capital of 37 billion VND.
The project has a scale of about 4.9 hectares, expected to form 85 plots of land with an area of 150 - 300m2 to resettle 85 affected households.
With the remaining 35 resettlement areas, there are currently 17 areas that have approved detailed planning, approved master plan, and are implementing surveys and project design. The remaining resettlement areas are implementing planning work.
According to the Ha Tinh Department of Construction, there are currently a number of problems and difficulties related to site clearance for the high-speed railway project through the locality.
In particular, the investor - Railway Project Management Board (Ministry of Construction) has not yet handed over the route, site clearance markers (GPMB) and some route locations are still being proposed for adjustment.
To ensure the high-speed railway project is implemented on schedule, the Ha Tinh Department of Construction recommends that relevant units and localities closely follow the tasks assigned according to the plan of the Provincial People's Committee on project site clearance, to proactively organize implementation.
Request the Department of Finance to promptly study and advise on investment procedures for resettlement areas as a basis for localities to organize implementation to ensure progress; promptly advise on allocating funds for the People's Committees of communes and wards to organize the implementation of resettlement areas.
The Department of Home Affairs continues to advise the Chairman of the Provincial People's Committee on the mobilization, reception, and secondment of civil servants and public employees to communes and wards where projects have passed during the GPMB implementation period, prioritizing the arrangement of officials with expertise in land and construction to carry out compensation, support, and resettlement work.
The Department of Agriculture and Environment promptly issued documents guiding localities where projects pass through to focus on implementing a number of tasks and tasks related to compensation, support, and resettlement based on the preliminary boundary of land acquisition in the approved pre-feasibility study report according to regulations.
