Hung Yen Provincial People's Committee has just issued a directive on strengthening state management of non-public non-business units in the area, in order to improve the effectiveness and efficiency of management, and at the same time create favorable conditions for units to develop, contributing to meeting the public service needs of the people.
Accordingly, the Chairman of the Provincial People's Committee requests departments, agencies, branches and People's Committees of communes and wards to proactively review and propose to competent authorities to issue general adjustment documents for non-public non-business units according to each management sector and field, ensuring compliance with the requirements of implementing Resolution No. 19-NQ/TW and related directing documents.
Agencies and units are assigned to improve the efficiency of state management for each non-public non-business unit, ensuring full updates of information such as the number of units, number of employees, addresses, phone numbers, emails, fields of operation... At the same time, review, complete and submit to competent authorities for approval the planning of the network system of non-public non-business units associated with the socio-economic development plan of the province.
The Provincial People's Committee also requested to create favorable conditions for the establishment and operation of non-public non-business units, especially in the fields of education and training, vocational education, health, science and technology, in order to expand service coverage, improve service quality, contribute to ensuring social security and better meet the needs of the people.
The Department of Finance is assigned to preside over and coordinate with relevant agencies to advise on the development of policies on fees and charges and mechanisms to encourage socialization in the fields of education, health, culture, sports... thereby creating favorable conditions for non-public units, businesses, and investors to participate in providing basic public services.
The Department of Home Affairs is responsible for presiding over and coordinating to urge agencies and units to effectively implement state management of non-public non-business units; and periodically or unexpectedly summarize and report implementation results so that the Provincial People's Committee can promptly direct and remove arising difficulties and obstacles.
Strengthening management and perfecting support mechanisms for non-public non-business units is expected to promote the policy of socializing public non-business services, contributing to improving service quality and creating more resources for socio-economic development of the province.
