Thanh Liet Ward has completed site clearance (GPMB) to serve the intersection project between road No. 1 and road 70 (Phan Trong Tue), exceeding the city's schedule by 10 days.
Previously, Lao Dong Newspaper had reported on the situation of site clearance problems, causing the overpass project at the intersection of road 70, Pham Tu - Xa La area to be unable to be implemented for many years, causing prolonged traffic congestion, especially during peak hours.
Implementing the direction of the City Party Committee and Hanoi City People's Committee on completing site clearance before May 15, Thanh Liet ward mobilized specialized departments to directly meet each household, review each case to propagate and explain support policies, creating consensus among the people.
According to Thanh Liet Ward People's Committee, to ensure the progress of site handover to the construction unit, the locality once identified about 12 cases that must be subject to land recovery coercion. However, thanks to persistent mobilization, dialogue and ensuring the legitimate rights of the people, many obstacles have been removed.
In parallel with propaganda work, the ward also urgently completes procedures for approval and allocation of resettlement land to households whose land is recovered; and at the same time summarizes difficulties beyond their authority to report to the city for consideration and resolution.
According to the project dossier, the total area to be cleared in Thanh Liet ward is 30,898.1m2. Of which, the area completed from 2017 is 20,115m2; the area to be continued is 10,874.1m2, related to 55 households, individuals and organizations.
Specifically, land of households and individuals includes 38 households with an area of 4,144.4m2; land of 5 organizations with an area of 6,729.7m2. In addition, there are 12 options related to assets, houses and works on land.
From February 11 to March 25, the Thanh Liet Ward Party Committee issued many notices reviewing the implementation progress; and at the same time strengthened direct dialogue with households still facing problems and completed dossiers according to regulations.
By March 31, the Ward People's Committee had approved all 55 compensation and support plans for cases under the project. The total amount of compensation and support paid is more than 22.8 billion VND.
Leaders of Thanh Liet Ward People's Committee said that in the process of implementation, some households are still concerned about compensation, support and resettlement policies; and there is a comparison of unit prices between projects and implementation times.
However, thanks to increased propaganda, mobilization and direct dialogue, by April 29, 32/55 cases had handed over land. On the same day, the Ward People's Committee established a Board to implement land recovery coercion for the remaining 23 cases.
Continuing to mobilize according to the correct procedure, by May 4, there were 17 more cases agreeing to hand over land. By May 5, all 6 cases finally agreed to hand over land to implement the project.
On May 6, all 55/55 households, individuals and organizations completed the handover of the site. By May 7, Thanh Liet Ward People's Committee had made a record of handover of the entire site and related documents to the investor for construction deployment.
Mr. Bui Huy Hoang - Chairman of Thanh Liet Ward People's Committee said that site clearance work at the Xa La - Pham Tu intersection faces many difficulties due to the origin of land that has existed for many years, including many cases of land allocation beyond authority.
In addition, the mechanism and policies for compensation and support still have some inadequacies, so people have many different recommendations. However, because people have been waiting for the project for a long time, the locality is determined to complete the site clearance work to soon deploy construction.
We propose that the investor and construction unit speed up the progress to put the project into use soon, contributing to reducing congestion, flooding, completing urban infrastructure and promoting local socio-economic development," Mr. Hoang said.
According to the leader of Thanh Liet Ward People's Committee, the early completion of site clearance is the result of the synchronous involvement of the entire political system, ensuring compliance with legal regulations, maintaining security and order, and no hot spots or complicated cases arise in the area.
Mr. Nguyen Van Thinh, a household that just handed over land in the Yen Xa Pumping Station area, said that initially his family still had many concerns about their rights and housing after land recovery. However, after being directly explained and specifically guided by local officials on support regimes, his family agreed to hand over the land so that the project could be implemented soon.
The early completion of site clearance not only contributes to accelerating the progress of key transport projects but also shows the effectiveness of propaganda, mobilization and direct dialogue with people in the process of implementing tasks in the locality," Mr. Bui Huy Hoang said.
