Inspecting provincial-level courts in 2026

The Chief Justice of the Supreme People's Court (SPC) has just issued Decision No. 29/QD-TANDTC on issuing the Plan for inspection and examination in 2026.

According to Decision No. 29/QD-TANDTC dated February 10, 2026, inspection and examination are aimed at implementing the Party and State's guidelines and regulations on inspection and examination work, improving the effectiveness and quality of inspection and examination work in the direction of being closer to public service inspection and professional inspection.

In addition, strengthening discipline and order in the performance of official duties and tasks, identifying inspection and examination as one of the important measures in the management and administration of heads.

Through the Plan, the Chief Justice of the Supreme People's Court requested that inspection activities must comply with the law, be democratic, public, objective, timely, and accurate. The inspection plan must ensure feasibility, meet the set goals and requirements; ensure coordination between agencies and units in the People's Court, avoid overlap and duplication, causing difficulties for inspection subjects; ensure regular monitoring, synthesis, and assessment of the actual situation, and propose measures to promote and improve the quality of inspection work in the People's Court.

The implementation of inspection and examination must have specific and clear contents and outlines, with focus and key points; not hindering the normal operation of inspection and examination subjects and relevant agencies, units, and individuals.

At the end of inspection and examination, there must be reports and conclusions in an objective, comprehensive and public manner of inspection conclusions according to the provisions of law so that inspection and examination subjects and relevant units can remedy the consequences, handle violations (if any) and have measures to rectify, draw lessons learned, and improve work efficiency.

The plan also adds that in 2026, the Supreme People's Court will conduct direct inspections of provincial-level court units (each provincial-level court unit inspects 2 regional court units) including:

Hanoi People's Court and 2 regional People's Court units under Hanoi City; Ninh Binh Provincial People's Court and 2 regional People's Court units under Ninh Binh Provincial People's Court; Nghe An Provincial People's Court and 2 regional People's Court units under Nghe An province; Khanh Hoa Provincial People's Court and 2 regional People's Court units under Khanh Hoa province; Dong Nai Provincial People's Court and 2 regional People's Court units under Dong Nai province; An Giang Provincial People's Court and 2 regional People's Court units under An Giang province; Ho Chi Minh City People's Court and 2 regional People's Court units and the Appellate Court of the Supreme People's Court in Ho Chi Minh City.

Also according to the plan, the content of the inspection will be public service inspection associated with professional inspection, including: The implementation of the policy of arranging and streamlining the organizational structure according to Plan 16-KH/ĐU of the Party Committee of the Supreme People's Court; compliance with the law in investment construction, arrangement, arrangement, management, use, operation, maintenance, repair of public assets;

The observance of discipline and public service discipline of civil servants, judges and employees; professional work in resolving and adjudicating cases and incidents and work in preventing and combating corruption, wastefulness, negativity and resolving complaints and denunciations.

The Chief Justice of the Supreme People's Court assigned the Inspectorate agency to preside over and coordinate with relevant units to advise the Chief Justice of the Supreme People's Court to decide to establish inspection teams and examination teams to implement inspections and examinations in accordance with the task performance of units and People's Courts; regularly report to the Chief Justice of the Supreme People's Court on the implementation situation, difficulties and arising problems to promptly adjust appropriately.

Chief Inspector, Directors of Departments of Directors, Inspectors and Heads of units under the Supreme People's Court are responsible for assigning civil servants to participate in inspection and examination teams as required, ensuring the completion of tasks specified in this plan.
