Stop asphalt paving, roadbed construction due to rain

Floods and rains have caused temporary suspension of asphalt paving and foundation pouring, a common situation for contractors constructing expressways through Ha Tinh province over the past time.
Mr. Dang Dinh Duyen - Construction site commander of Xuan Truong Private Construction Company - the construction unit of package No. 11 of the Ham Nghi - Vung Ang section - said that heavy rain and floods in Ha Tinh have affected the company's construction progress.
At the Bai Vot - Ham Nghi expressway construction site, Mr. Tran Dinh Ngan - Construction Site Commander of Corporation 319 - Ministry of National Defense - said that the recent rain and floods have made the company's construction work difficult, forcing the temporary suspension of asphalt paving and bridge construction. "The rainy weather can only be used to construct the gravel roadbed, other work must wait until the rain stops and the weather is dry before it can be done" - Mr. Ngan shared.
In Quang Binh, according to Mr. Chu Van Long - Deputy Head of Project Management Division 4, Ho Chi Minh Road Project Management Board (investor of Van Ninh - Cam Lo Expressway Component Project), the weather has recently been unfavorable, so after September 26, the unit has just started to continue implementing the concrete contents, the earthwork cannot be done because the ground is wet.
In Quang Tri province, the Van Ninh - Cam Lo expressway is currently under construction with a length of 32.53km, starting in Vinh Linh district and ending in Cam Lo district at the intersection with National Highway 9. Mr. Mai Quy Khanh - Deputy Head of Project Management Division 4 of the Ho Chi Minh Road Project Management Board - said that the biggest concern now is the weather, because Quang Tri has entered the rainy and stormy season. It is forecasted that from now until the end of the year, many low pressure and storms are likely to affect Quang Tri, so the earthworks and leveling projects at newly handed-over locations will be very difficult.
Focus on volume compensation when the weather is good
According to Mr. Hoang Chien Thang - Executive Director of Thang Long Project Management Board, the investor of the North - South expressway project, Bai Vot - Ham Nghi section (Ha Tinh), the prolonged rainy and flooded weather has caused difficulties for expressway construction contractors, forcing them to stop construction when the weather is bad for the part of transporting materials for roadbed embankment and concrete pavement. To limit the impact of slow progress due to the weather, contractors are flexible in constructing suitable items that can be constructed during rainy and flooded weather.
Mr. Nguyen Khac Trung - Director of the North-South Expressway Project Management Board, Ham Nghi - Vung Ang section (Ha Tinh) - also informed that prolonged rain and floods have affected the contractor's construction of the roadbed earthworks, making construction impossible.
During rainy and windy times, contractors take advantage of the opportunity to construct suitable items, such as crushed stone for road foundations, iron parts for bridges and culverts, etc. "When the weather is favorable, we must concentrate maximum machinery and human resources to speed up the construction progress to compensate for the volume of the rainy and flood season," said Mr. Trung.
In Quang Binh, according to Mr. Chu Van Long - Deputy Head of Project Management Division 4, Ho Chi Minh Road Project Management Board - said that to minimize the impact of the weather at the end of the year, the board has directed the contractor to focus on construction in adverse weather conditions such as concrete structures. Currently, there are more than 1,400 officers, workers, operators, and about 700 locomotives and equipment of all kinds on the construction site.
According to Mr. Mai Quy Khanh - Deputy Head of Project Management Division 4, Ho Chi Minh Road Project Management Board, to complete the project before June 30, 2025 as directed by the Government, the board has urged contractors to work overtime, increase shifts, and mobilize human resources to speed up the progress as much as possible when the weather is favorable.
