On July 8, Mr. Phung Van Long - Director of the Project Management Board under the Management Board of Investment and Construction of Traffic, Civil and Industrial Works of Quang Ngai province - said that the implementation of the Provincial Road 676 project is facing many difficulties due to prolonged rain and construction conditions in mountainous areas.
According to Mr. Long, the weather in communes such as Mang But, Son Tay Ha, Son Tay Thuong has continuously had heavy rain in the past few months, causing many obstacles for construction work. In sections of the route with weak soil, rain thickens the mud, hinders vehicles transporting materials, and causes frequent congestion.
In addition to weather factors, the remote and remote geographical location of the route also creates many additional difficulties. Sources of construction materials such as sand, stone, and gravel must be transported from other places with long distances, leading to increased costs.

The demand for stone for the project alone is up to 275,000 m3, while the on-site supply is very limited.
Another challenge is that the site clearance work has not been completed, directly affecting the construction progress. With the project completion deadline at the end of 2025, there is less than 6 months left, and there is a risk of being behind schedule.
The investment project to build, renovate and upgrade Provincial Road 676 started in December 2022, with a total length of more than 56 km, with a total investment of about 1,300 billion VND from the central and local budgets.

The route is designed according to the standards of a grade III mountainous road, with a 6 m wide road surface, a 9 m wide roadbed and a 1.5 m wide sidewalk on each side.
The project is constructed by a consortium of three contractors including: Truong Long Joint Stock Company, New Sun Bridge and Road Joint Stock Company and Tuan Dung Company Limited.
Identified as a strategic transport project, Provincial Road 676 plays an important role in connecting mountainous communes of Quang Ngai province, contributing to promoting socio-economic development and ensuring national defense and security for remote areas.
To ensure the goal of "reaching the finish line" on schedule, relevant units need to promptly remove obstacles in site clearance, find solutions for the supply of construction materials, and at the same time propose construction plans suitable to the harsh weather conditions in the mountainous areas.
