Mr. Dang Van Hong (name of the character changed) said that in April 1996, he was recruited as a worker at a factory in Hanoi City.
On October 15, 2004, the Organization Committee of Ha Tay Provincial Party Committee decided to receive and transfer him to work as a driver at Chuong My District Party Committee agency, starting from November 1, 2004.
After that, on March 24, 2017, the Standing Committee of Chuong My District Party Committee issued Decision No. 1466-QD/HU transferring Mr. Hong to work at the Chuong My District Veterans Association from April 1, 2017.
According to Mr. Hong, on June 24, 2025, the Standing Committee of Chuong My District Party Committee issued Decision No. 4161-QD/HU, based on Document No. 4545 of the Hanoi City Party Committee's Organization Committee, agreeing to let him retire from work to enjoy policies according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP.
However, on August 7, 2025, the Hanoi Department of Home Affairs issued Notice No. 4520/SNV-XDCQ on temporarily suspending and not considering resolving the retirement from enjoying policies and regimes for him according to the two above decrees.
On September 26, 2025, the Hanoi Party Committee's Organization Committee issued a document responding to Mr. Hong's petition, in which it was clearly stated that the Hanoi Department of Home Affairs determined that he was not a civil servant but a contract worker receiving a salary from a driver, so he was not subject to policies according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP.
However, Mr. Hong said that, according to his investigation, the Ministry of Home Affairs has issued Document No. 7164/BNV-TCCB responding to the Hai Phong Department of Home Affairs and localities, which clearly states that contract workers such as drivers, garbage workers, security guards, technicians... are also subject to application according to the two above decrees.
Therefore, Mr. Hong requested competent authorities to clarify whether his case was resolved for retirement according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP or not.
Answering the above content on the Electronic Information Portal, the Ministry of Home Affairs said: Implementing Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo, the Secretariat, the Ministry has issued Document No. 6383/BNV-TCBC dated August 13, 2025 sent to ministries, departments, branches and localities for implementation.
Accordingly, the Ministry of Home Affairs requests that the settlement of policies and regimes according to Decree 178/2024/ND-CP must be completed before August 31, 2025, of which the time to quit work to enjoy policies and regimes is no later than September 1, 2025. After this time, the application of policies according to the above decree will end.
