The Ministry of Home Affairs is seeking opinions on the Draft Decree Regulating the framework of criteria for evaluating and ranking quality for public non-business units and public employees.
According to the draft submission, the Ministry of Home Affairs said that currently, the legal system does not have regulations on quality assessment and classification for public non-business units.
The assessment mainly focuses on individual public employees, while there is a lack of a mechanism to comprehensively assess the results of task performance of the unit, leading to gaps in governance and administration.
In addition, Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo has assigned the Government Party Committee to direct the review, amendment, and supplementation of relevant documents responsible for concretizing the content of self-criticism, building a set of quality assessment and classification criteria for collectives and individuals within the scope of agencies and organizations under their management, ensuring compliance with industry characteristics, fields, functions, and tasks according to decentralization.
Therefore, the Ministry of Home Affairs believes that the development of a framework of evaluation criteria for public non-business units is necessary, ensuring the measurement of the results of task performance of the unit; and at the same time, serving as a basis for allocating goals and tasks to constituent units and each public employee.
Notably, the Draft Decree supplements regulations on the framework of criteria for evaluating and classifying quality for public non-business units in a quantitative direction, including:
General criteria framework (maximum 30 points), including:
Criteria on compliance with the Party's guidelines and policies, the State's policies and laws and administrative discipline and order; Criteria on management and organizational operation capacity;
Criteria on conditions to ensure the operation of public non-business units.
Criteria framework for task performance results (maximum 70 points), including:
Criteria on the results of performing assigned functions and tasks; Criteria on service quality;
Criteria on resource efficiency; Criteria on innovation, improvement and development.
Based on the scores scored according to the above criteria framework, public non-business units are classified for year-end quality according to 4 levels, ensuring synchronization with Party regulations, including:
Excellently complete the task (achieving 90 points or higher);
Completing tasks well (achieving from 70 to below 90 points);
Completing tasks (achieving from 50 to under 70 points);
Failure to complete tasks (with a total score of less than 50 points or falling into the cases according to regulations).
