On December 19, Cao Bang province and the project investor consortium held a ceremony to open the first phase of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Construction Investment Project, marking an important step forward in the development of transport infrastructure in the Northeast region.
Attending the ceremony were comrade Nguyen Thanh Nghi - Member of the Party Central Committee, Head of the Central Policy and Strategy Commission; leaders of central ministries, departments and branches; leaders of the two provinces of Cao Bang, Lang Son and a large number of local people.
Speaking at the ceremony, comrade Nguyen Thanh Nghi affirmed that this is an event of special significance, demonstrating the high political determination of the two provinces in promoting regional economic development.
The Dong Dang - Tra Linh Expressway Project is not only the largest traffic project ever in Cao Bang province but also has strategic significance in economic security, national defense, trade connectivity, promoting border activities, contributing to improving people's lives and consolidating the national defense posture.
The project being permitted for investment by the National Assembly also shows innovative thinking and efficiency in public investment management, creating an important premise for mountainous and border localities to break through in development.
The Dong Dang - Tra Linh Expressway project has a total length of 121km, invested in the form of PPP, divided into two phases with a total investment of nearly VND23,000 billion.
Phase 1 alone is more than 93km long, with a total investment of about 14,300 billion VND, passing through complex mountainous terrain, rugged Karst geology, heavily affected by floods and harsh weather.
In that context, with high determination, the project has gradually overcome difficulties, completing the goal of opening phase 1.
Recognizing the achieved results, Mr. Nguyen Thanh Nghi praised the efforts of the Party Committee, authorities at all levels; central ministries and branches; consortia of investors, consulting units, construction contractors and especially the consensus and support of the people of the localities where the project passes through.
Speaking at the ceremony, Secretary of the Cao Bang Provincial Party Committee Phan Thang An affirmed that the opening of phase 1 is an important breakthrough, opening up new development space for a mountainous and border province with many difficulties like Cao Bang.
Speaking at the ceremony, Mr. Nguyen Quang Huy - General Director of Deo Ca Group, said that this is not only a result of progress and technique but also demonstrates the political determination of the Government, the synchronous participation of localities and enterprises and the consensus of the people of Cao Bang and Lang Son provinces.
According to Mr. Huy, the Dong Dang - Tra Linh Expressway is a project that is facing many difficulties, has been proposed many times but cannot be implemented yet. Implementing the Prime Minister's direction on the goal of opening the expressway from Cao Bang to Ca Mau in 2025, the units have focused all resources and adjusted the construction plan in harsh terrain and weather conditions.
The route's opening milestone is the result of more than 700 consecutive days and nights of construction with the participation of over 3,000 officers, engineers and workers. The leaders of Deo Ca Group expressed their gratitude to the officers and engineers who unfortunately sacrificed their lives in the recent floods.
