Dak Lak's expenditure rate on science and technology has not reached the minimum level

Dak Lak plans to spend more than 510 billion VND on science - technology and digital transformation in 2025, but the proportion is only about 1.2%, not meeting the minimum 3%.

On December 12, the Dak Lak Provincial People's Committee announced that the total estimated expenditure for the fields of science - technology, innovation and digital transformation in 2025 is more than 510 billion VND. Of which, the capital plan is more than 335 billion VND, including 302 billion from the central budget and 22.6 billion from the provincial budget.

The regular expenditure budget in 2025 is 175 billion VND, allocated nearly 54 billion VND for science and technology, more than 12 billion VND for innovation and more than 109 billion VND for digital transformation.

The Provincial People's Committee assessed the proportion of spending on these areas in total local budget expenditure as low: only reaching 1.19% of total local budget expenditure and 1.38% of total balanced expenditure (excluding additional central sources with targets).

This level does not meet the requirements of allocating a minimum of 3% for science - technology, innovation and digital transformation.

Dak Lak is currently receiving additional balances from the central budget; new revenue sources meet about 40% of spending needs and have not yet balanced their revenue and expenditure. In that context, the province must prioritize resources for national defense, security, social security and essential socio-economic development tasks.

The 2025 estimate has been adjusted by the Provincial People's Council and the Provincial People's Committee has allocated in detail, basically all of which have been assigned to the tasks. Therefore, according to Dak Lak province, increasing the estimate to a minimum of 3% for the three above-mentioned areas is not currently feasible.
