As of September 29, the Kien Thuy Project Management Board has disbursed VND 553,869/1,389,611.4 billion (39.86%) out of the total capital planned to be disbursed in 2025. Of which, the disbursement results of the Provincial Road 354 Construction Investment Project through Kien Thuy Industrial Park to the coastal road in Doan Xa Commune (old) reached VND 12,504/100,000 million (12.5%); public investment disbursement reached VND 152,730.5/ 230,526.8 million (66.25%), new rural disbursement reached VND 386,559.9/657,009.8 million (58.84%), and site clearance for the Lao Cai - Hanoi - Hai Phong Railway Project has not been implemented.
In particular, the Project to Invest in the construction of a road connecting Provincial Road 354 through Kien Thuy Industrial Park to the coastal road in Doan Xa commune (old), the construction package includes 4 contractors, to date reaching over 83% of the total project volume. Contractors who have been paid up to 80% still have to repay. After completion, it will pay up to 90% and disburse all remaining capital of the 2025 plan.
Through on-site inspection and reporting, Standing Vice Chairman of the City People's Committee Le Anh Quan requested contractors to speed up the construction progress of the Project to invest in the construction of a road connecting Provincial Road 354 through Kien Thuy Industrial Park to the coastal road in Doan Xa commune (old). The relevant locality will complete site clearance and hand over the construction unit in October 2025. The new rural transport projects have basically been completed, and relevant units have been requested to focus on reviewing, accepting, and finalizing. Schools and cultural houses are speeding up construction progress, ensuring the set plan.
The Standing Vice Chairman of the City People's Committee also requested departments and branches to closely coordinate, remove difficulties and obstacles, and create favorable conditions for units to ensure disbursement progress for projects.
The project to build a road connecting Provincial Road 354 through Kien Thuy Industrial Park to the coastal road has a total investment of 924.238 billion VND from the Hai Phong City budget. The investment in the construction of the route is expected by Hai Phong City to bring many new development opportunities; is a favorable condition for Kien Thuy and An Lao districts to complete a synchronous transportation system, connecting with major economic centers of the city and coastal provinces in the Northeast region.
The project started on May 10, 2020, a typical event to celebrate the 65th anniversary of Hai Phong Liberation Day, construction period from 2019 to 2024. However, due to unfavorable weather conditions along with scarce materials and inflation, the project cannot be completed in 2024. Therefore, on December 3, 2024, the People's Committee of Hai Phong City issued Decision No. 4528/QD-UBND on approving the adjustment (2nd time) of the project. The locality proposed that the city allow adjustment of the project implementation time to be completed by the end of 2025.
