On the afternoon of December 31, Lao Dong Newspaper reporters in Dien Bien Phu City observed a series of warning signs clearly stating the fines for running red lights appearing at traffic lights. Locals said that these signs had only been installed in the past 1-2 days.

Previously, on December 27, 2024, the Government issued Decree 168/2024 regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points and restoration of driving license points. This Decree will officially take effect from January 1, 2025.

Right before the new regulation was implemented, the Traffic Police and Order Team of Dien Bien Phu City Police, Dien Bien Province, completed the installation of a series of warning signs with the content: "Running a red light will result in a fine of up to VND 20,000,000 for cars; VND 6,000,000 for motorbikes" at intersections.

According to the new decree, many violations have very high administrative penalties, focusing on groups of violations related to traffic rules violations on roads, including highways, and some groups of violations that are direct causes of traffic accidents.

Accordingly, car drivers will be fined 18-20 million VND (old level 4-6 million VND) if they commit one of the following acts: Failure to comply with traffic light signals; Driving in the wrong direction on a one-way street, driving in the wrong direction on a street with a "No entry" sign.

In addition, the act of opening the car door or leaving the car door open unsafely, causing a traffic accident, will be fined from 20-22 million VND (old level was 400,000-600,000 VND). The fine will be from 30-40 million VND if performing one of the following acts: Reversing on the highway; Driving in the opposite direction on the highway; Making a U-turn on the highway.

For motorbikes, many violations are also subject to increased penalties to create deterrence, such as: Failure to comply with traffic light signals is fined 4-6 million VND; Driving in the wrong direction is fined 4-6 million VND; Entering the highway is fined 4-6 million VND; Weaving or weaving is fined 8-10 million VND; Driving over the speed limit by more than 20km/h is fined 6-8 million VND...

Talking to a reporter from Lao Dong Newspaper, Mr. Nguyen Quang Anh - a taxi driver in Dien Bien Phu City said that the regulation to increase the penalty for violations, although not yet officially applied, has had a strong impact on society.

“Running a red light is very dangerous, so increasing the fine for the violation is completely reasonable. Heavy fines will discourage traffic participants from violating the law, thereby minimizing unfortunate accidents,” said Nguyen Quang Anh.

According to a representative of the Traffic Police Department (Ministry of Public Security), the new decree was developed in the context of positive changes in traffic order and safety, and accidents being controlled.

However, in general, the traffic situation still has many problems such as the development of traffic infrastructure does not correspond to the demand, traffic organization still has many shortcomings; the number of vehicles increases every year with nearly 500,000 cars and about 2 million motorbikes...
