For each dialogue, representatives of 11 households have to go to the ward People's Committee headquarters, which has taken time but has not found a satisfactory solution.
In early October, when the model "Receiving citizens at citizens' homes" was deployed, the leaders of the Ward Party Committee directly went to the scene, listened to people present and survey the situation. The case was resolved on the spot, in accordance with the law and received the consensus of the people.
Mr. Huynh Tan Bao - representative of the households - shared: "The Party Secretary of the ward directly went to the field, listened to the opinions of each household and then made reasonable and reasonable conclusions. This way of doing things makes us very assured and confident.
Another incident occurred at alley 639 Le Hong Phong Street (area 19), when 10 households at the beginning reported that 10 households at the end of the source arbitrarily leveled canals, causing stagnation and environmental pollution. When the working group of the Ward Party Committee came down to inspect, it was shown that the canal section had been silted up for many years; households at the end of the source contributed money to install drainage pipes to prevent flooding, while the upstream section was blocked by household waste.
Mr. Thach Song, one of the households that was reported, said: "Cadres go to each house, survey the location, so everyone can clearly see the reality. This approach is very transparent, people clearly see the attention and responsibility of local authorities.
According to Mr. Thai Dang Khoa - Secretary of Phu Loi Ward Party Committee - the model of "Receiving citizens at citizens' houses" is implemented in parallel with the regulations on receiving citizens at headquarters. The goal is to completely handle backlogged and prolonged cases that have been discussed many times but have not achieved results, while preventing bureaucracy and harassment.
"When I sit at the headquarters, I just listen to reports, sometimes I don't fully grasp the reality. When arriving, both the people and the specialized agency clearly presented, the staff directly observed, thereby finding a reasonable, legal solution and harmonizing the interests of all parties - Mr. Khoa emphasized.
Mr. Khoa added that the reception of citizens at home was carried out with the participation of leaders of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the ward and Heads of People's Committees in the regions. Each working session has staff making records, preparing reports to the Ward Party Committee for monitoring, direction and resolution according to their authority. The staff is responsible for explaining and guiding people to clearly understand the process and procedures, ensuring publicity, transparency and compliance with regulations.
According to the Secretary of the Phu Loi Ward Party Committee, in the coming time, the ward will expand the model, not only the Secretary but also the leaders of the government and specialized departments and offices will directly go to people's homes when there are complicated incidents.
"We thoroughly grasp the spirit of openness, listening and solving quickly. When cadres are close to the people and understand the people, the people will trust and say everything. Only then will mass mobilization work truly go into depth" - Mr. Khoa affirmed.
