The Ho Chi Minh City People's Committee has just assigned the Binh Duong Province Traffic Construction Investment Project Management Board to carry out the task of preparing a Report on the investment policy for the Hieu Liem 2 Bridge construction project.
The Ho Chi Minh City Department of Finance is assigned to be responsible for appraising the suitability and legal basis of the dossier; at the same time, guiding relevant agencies and units to implement the next investment procedures in accordance with regulations.
According to the direction, the Binh Duong Provincial Traffic Construction Investment Project Management Board will preside over and coordinate with relevant units to prepare a report, submit to competent authorities for consideration and decision on investment policies in accordance with the provisions of the Law on Public Investment and related legal provisions.
Previously, at the end of July 2025, Deputy Prime Minister Tran Hong Ha approved the assignment of the Ho Chi Minh City People's Committee as the managing agency to implement the Hieu Liem 2 bridge project after the merger.

According to the proposal, the Hieu Liem 2 bridge project has a total length of nearly 1.3 km, of which the bridge over the Be River is 150 m long, the approach road on the Ho Chi Minh City side is more than 1.2 km long, and the approach road on the Dong Nai side is about 100 m long.
The project starts at the entrance to Hieu Liem ferry terminal, Thuong Tan commune (formerly in Binh Duong, now Ho Chi Minh City), and ends at Hieu Liem street, Tri An commune (Dong Nai province).
The project is divided into two investment phases, each phase of which is the construction of a single bridge 2 m apart, with a scale of two mixed lanes. In phase 1, the project plans to build a single bridge with a cross-section of 14 m. The total estimated investment of the entire project is nearly 362 billion VND.
Currently, people in Thuong Tan commune (HCMC) and Tri An commune (Dong Nai) still have to cross the Be river through Hieu Liem ferry terminal - one of the oldest ferry terminals in the area.
Travel depends on the country, weather and operating hours of the boat, making it difficult to trade, study and provide medical care.
When Hieu Liem 2 Bridge is completed, people on both sides of the river will no longer have the "ferry tour" scene, just a few minutes to be able to travel conveniently by motorbike or car.
This new route will help shorten travel time, directly connect Ho Chi Minh City - Dong Nai, and at the same time open up opportunities for economic development, eco-tourism and trade for the border area of Be River.
In the coming time, this area will also be invested in 5 other bridges connecting Ho Chi Minh City (formerly Binh Duong province) and Dong Nai province, including: Tan An bridge, Thanh Hoi 2 bridge, Tan Hien bridge, Xom La 2 bridge and Thu Bien 2 bridge.
