Clause 2, Article 6 of the draft decision on the effectiveness and responsibility for implementation is as follows:
Within 18 months from the date of starting the implementation of motorbike emission inspection in the provinces and cities specified in Clause 1, Article 4, motorbikes participating in traffic must conduct emission inspection.
During this time, the authorities have increased propaganda, mobilization, and guidance on the implementation of emission inspection without implementing violation handling activities.
After this deadline, the authorities will organize inspections, supervision, and handling of violations according to regulations.
Decree No. 168/2024/ND-CP stipulates penalties for motorbike emissions (Point b, Clause 1, Article 32) as follows:
Fines from VND 200,000 to VND 300,000 for individuals, from VND 400,000 to VND 600,000 for organizations that are owners of motorbikes and mopeds (motorbikes) that bring vehicles without an emission inspection certificate or have one but have expired or use a motorbike emission inspection certificate not issued by a competent authority.
Point a, Clause 4, Article 40 of Decree No. 168/2024/ND-CP stipulates a fine of VND 16,000,000 to VND 20,000,000 for inspection facilities that violate inspection and granting inspection certificates to motor vehicles and specialized motorbikes, and inspection of motorbike emissions not in accordance with regulations, standards, and technical regulations.
However, Decree No. 168/2024/ND-CP also stipulates that the above fines are only effective when applying the roadmap for motorbike emission inspection.

Time to start implementing emission inspection of motorbikes and mopeds participating in road traffic:
From July 1, 2027 for Hanoi and Ho Chi Minh City.
From July 1, 2028 for the remaining centrally-governed cities.
From July 1, 2030 for the remaining provinces. Depending on the actual situation, these provinces and cities can regulate the application of the deadline earlier.
Motorbikes manufactured before 2008 apply Level 1 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
Motorbikes manufactured from 2008 to 2016, apply Level 2 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
Motorbikes manufactured from 2017 to June 30, 2026, apply Level 3 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
Motorbikes manufactured from July 1, 2026, apply Level 4 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
Motorbikes manufactured before 2016 apply Level 1 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
Motorbikes manufactured from 2017 to June 30, 2027, apply Level 2 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
Motorbikes manufactured from July 1, 2027, apply Level 4 - Maximum allowable limit value of emissions prescribed in the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.
Motorbikes and mopeds participating in traffic in Hanoi and Ho Chi Minh City must meet the regulations on emissions of Level 2 or higher, as of January 1, 2030.
Motorbikes and mopeds participating in traffic in the "low emission zone" of Hanoi city according to the provisions of the Capital Law must meet the emission regulations according to the Resolution of the Hanoi People's Council.
