The family of Mr. Ly Van Thang, Linh Phu commune, Chiem Hoa district (Tuyen Quang) is eligible for support to eliminate temporary and dilapidated houses. However, the land where his family currently lives is not in Mr. Thang's name, so the implementation is difficult.
"The land that my husband and I have been living on since we were newlywed, because we have not completed the name change procedures, so the family has not been supported to remove the temporary house despite the family's circumstances being eligible for support. The People's Committee of the commune is urgently instructing me to make a red book and can start building a house in April 2025," said Mr. Thang.
Facing a similar problem, the family of Ms. Luc Thi Luong, Kien Thiet commune, Yen Son district has also just started construction of a new house after the authorities quickly issued a red book for the land they have lived on for decades.
Ms. Luong shared: "Thanks to the participation of the commune and district, the issuance of red books was quickly, and my family also started to build a house to complete before the rainy season this year, I am very happy".

In Yen Son district alone, by the end of March 2025, there are still more than 100 households subject to the removal of temporary and dilapidated houses with problems with residential land. In which, the main reason is that the plots of land have not been surveyed, there is no land data information.
Mr. Le Quang Toan - Vice Chairman of Yen Son District People's Committee said that land problems of households made the process of verifying, issuing land use right certificates, and changing land use purposes difficult.
"However, the district's agencies are actively taking action, prioritizing the resolution of the issue for households subject to the removal of temporary and dilapidated houses. Currently, the district is focusing on solving residential land for 60 households, the district strives to start construction of houses before April 30," Mr. Toan informed.
To speed up the implementation of eliminating temporary and dilapidated houses in the area, on February 22, 2025, the Steering Committee for the implementation of eliminating temporary and dilapidated houses in Tuyen Quang province issued a document requesting localities to urgently speed up the implementation progress.
In particular, districts must have specific plans and roadmaps for the start date of each household. This must be reported weekly and monthly to ensure the set progress.
By the end of March 2025, the whole province of Tuyen Quang had started construction of 4,602 houses out of a total of 6,928 temporary and dilapidated houses that needed to be demolished, reaching more than 66% of the plan. Most of these have been completed and put into use.
Tuyen Quang province aims to complete all the elimination of temporary and dilapidated houses in the area by August 30, 2025. With this deadline, Tuyen Quang will finish 4 months ahead of schedule set by the Government.
According to the report of the Central Steering Committee for the implementation of the elimination of temporary and dilapidated houses, by early March 2025, 36 localities nationwide will organize a program to launch the elimination of temporary and dilapidated houses in the area with a mobilized budget of over VND 2,690 billion.
Localities have supported the removal of temporary and dilapidated houses with 121,638/223,146 units, reaching 54.5%. From now until December 31, 2025, 101,508 apartments must be deleted.
