Ho Chi Minh City Ring Road 3 postpones the opening of the entire route to the end of 2026

HCMC - Ring Road 3 HCMC will open traffic for about 38.6 km by the end of September and open the entire route by the end of December 2026, 6 months behind schedule.

The information is stated in the report of the Ho Chi Minh City Department of Construction sent to the Ho Chi Minh City People's Committee on the implementation of important national projects in the field of transportation in the city.

According to the report, Ring Road 3 HCMC has a total length of more than 76 km, with a total investment of more than 75,300 billion VND, passing through localities including HCMC, Binh Duong (formerly), Dong Nai and Long An (now Tay Ninh province).

The Ho Chi Minh City Ring Road 3 project was started in June 2023, initially aiming to be completed in mid-2026. However, to date, the total construction volume of the entire project has only reached about 74%.

Component projects recorded progress as follows: component 1 (through Ho Chi Minh City before merger) reached 74.6%; component 3 (through Dong Nai) reached about 69.1%; component 5 (through Binh Duong before) reached about 64.3%; component 7 (through Tay Ninh) reached about 92.3%.

According to the Ho Chi Minh City Department of Construction, in the context of fluctuations, the project construction faces many difficulties. The prices of fuel and building materials such as sand and stone have increased; while the operating costs of equipment and labor have also increased compared to the time of signing the contract, directly affecting the implementation progress.

According to the latest plan, the traffic opening progress is divided into two phases:

By September 30, 2026, strive to complete about 38.6 km of the main expressway, including sections belonging to component projects 1 (20.8 km), component 3 (5 km), component 5 (6.4 km) and component 7 (6.4 km).

By December 30, 2026, the entire main expressway (about 70.4 km) and parallel roads, service roads (about 75 km) will be completed.

The Ho Chi Minh City Department of Construction proposed that the Ho Chi Minh City People's Committee report to the Prime Minister to consider allowing adjustment of the construction contract price mechanism in the context of strong fluctuations in the material and fuel market, in order to ensure the rights of contractors and accurately and fully calculate project implementation costs.

At the same time, it is proposed that the Prime Minister allow adjusting the implementation time of component projects of Ring Road 3 HCMC extended to 2028 and finalization in 2029, as a basis for implementing the next steps.
