Only reached over 60% of the volume
The traffic project connecting key economic areas in the dynamic economic zone along National Highway 279 and National Highway 12 in Dien Bien province (Dynamic Road Project) was approved by the People's Committee of Dien Bien province on May 31, 2021. The project has a total investment of VND 1,300 billion, invested by the Traffic Project Management Board.
The total length of the project route is 35.35 km. Of which, the route within Dien Bien Phu city is 5.78 km long, including 7 sections; the route outside the urban area is 29.57 km long, including 1 main route and 5 branch routes.
The project aims to complete the transport infrastructure, ensuring synchronous connection between the basin area of Dien Bien district and Dien Bien Phu city. At the same time, create regional linkages to promote the exploitation of potential and advantages in developing agricultural and forestry production, trade services, and tourism. Implementation period is from 2021-2024.
However, recently, Mr. Le Thanh Do - Chairman of Dien Bien Provincial People's Committee had to sign a decision to adjust the project implementation time to the end of 2025 because up to now - less than 1 month left until the end of the implementation time but the total volume of construction packages implemented has only reached 62.4%.
On December 6, according to the reporter of Lao Dong Newspaper, at the construction sites of packages 04, 05, 06 located in the Provincial Administrative - Political Center and packages 01, 02, 03, 07, 08, 09, 10, 12 within the scope of Dien Bien Phu City and Dien Bien District, contractors are still actively working.
For package 11 (Lighting, water supply), the contractor has received the NT1 section site and part of the NT2 section site to start construction.
The investor must pay in advance to have the premises.
Speaking to Lao Dong Newspaper, Mr. Nguyen Minh Tuan - Acting Director of the Traffic Project Management Board of Dien Bien Province said that the project is still facing many difficulties due to problems with site clearance. In particular, in Dien Bien Phu City, the progress of preparing and approving compensation and support plans for site clearance is still very slow.
“After having the site, the issue of progress is the number one priority. In case any contractor fails to meet the progress, we will base on the contract terms and legal regulations to consider adding subcontractors or transferring the volume,..." - Mr. Tuan emphasized.
According to Mr. Nguyen Minh Tuan, due to difficulties in preparing and approving site clearance plans, investors must mobilize and persuade households to agree to advance money according to the public plan estimate to have a site for project construction.
“Faced with such reality, we have also requested the People's Committee of Dien Bien Phu City to continue to pay more attention to speeding up the site clearance progress, ensuring that by December 15, 2024 at the latest (the time has been postponed by 60 days according to Dien Bien Phu City's commitment), the entire site will be cleared for the project,” Mr. Tuan added.
