Difficulty in using capital from national target programs
According to research, in Dak Song district, the implementation of vocational training propaganda for rural workers is still limited.
In particular, the types of consultation and propaganda are not diverse and not regular. Local authorities and a part of the people do not have a correct and full awareness of the necessity of vocational training and career change.
Mr. Nguyen Trong Chuan - Director of the Center for Vocational Education - Continuing Education, Dak Song district (Dak Nong province) said: "One of the biggest difficulties the unit is facing is that the facilities and equipment for vocational training currently do not meet the requirements."
According to Mr. Chuan, competent authorities have not yet provided instructions for purchasing vocational training equipment from the budget of national target programs.
Vocational classes must be trained in villages, hamlets, and hamlets according to the learners' requests... so they are also affected in many aspects, especially training management.
In the past, the unit always encountered difficulties and was passive when inviting teachers to participate in vocational training. Because there were no permanent teachers of vocational education. There were very few guest teachers, the conditions for traveling were far, the income was low...
"In the sub-projects on vocational education of the 3 National Target Programs, training is regulated to be linked to the job market. But in the district, there are no industrial parks or large-scale enterprises," Mr. Chuan added.
Strive to complete vocational training targets
Statistics from the Dak Song District Vocational Education and Continuing Education Center show that in the first 9 months of 2024, the unit has recruited and trained 4 rural vocational classes for rural workers, with 102 students (from the funding source of sub-project 1, project 4, National Target Program for Sustainable Poverty Reduction).
Some localities have a relatively high rate of rural workers registering to participate in vocational training to create jobs and increase income to develop the family economy, including Dak Mol, Nam Njang, and Truong Xuan communes.
Currently, the center is coordinating with the People's Committees of Duc An communes and towns to continue surveying the needs and recruiting vocational training students, striving to achieve 100% of the assigned plan by December 31, 2024.
Mr. Nguyen Ngoc Than - Vice Chairman of Dak Song District People's Committee said that currently, most rural workers when participating in vocational training classes have boldly and proactively applied science and technology to production development.
This has contributed to improving the productivity and quality of agricultural products, forming concentrated commodity production areas. Vocational training has created prestige and trust among workers, contributing to solving on-site employment and improving the quality of human resources.
Based on the socio-economic development plan of the district, the selection of key occupations, especially in the field of agriculture and forestry, is considered essential. This process aims to ensure employment through vocational training for the people.
"The district's vocational training goal is for people to be able to create jobs on the spot and build specialized agricultural areas with strengths in the locality. For example, areas for growing coffee, pepper, durian, avocado, raising buffalo, cows, goats..." - Vice Chairman of Dak Song District People's Committee Nguyen Ngoc Than affirmed.
