Regarding the reason for removing the regulation on professional certificates from the draft Law on Teachers to be submitted to the National Assembly, the Ministry of Education and Training said that this is new content and needs to be cautious, so the drafting committee did not include it in the draft law at this time and will continue to research and organize a pilot. It is possible that this content will be brought back in the cycle of amending and supplementing the law.
Previously, in the draft Law on Teachers first announced in May 2024, the teacher's practice certificate was stipulated in Articles 15, 16 and 17. The teacher's practice certificate is valid nationwide and in other countries under international cooperation programs with Vietnam. The practice certificate is granted to qualified teachers who are teaching and educating in public, private and non-public educational institutions; foreign teachers who meet the prescribed conditions and are in need.
The practicing certificate for teachers will be revoked in the following cases: Teachers have evaluation results of not completing tasks for 2 consecutive years; teachers violate discipline in the form of forced resignation or dismissal; application for a practicing certificate is not in accordance with regulations.
At that time, Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers - said that this practice certificate would help enhance the status and role of teachers, to distinguish those who are qualified to teach from those who are not qualified to teach but claim to be teachers on social networks.
However, from the public's point of view, many people are concerned that adding regulations on teaching practice certificates to the draft Law on Teachers may add another sub-license, causing difficulties for teachers.
Therefore, the information about removing the regulation on practice certificates for teachers in the Draft Law on Teachers received the support of many teachers.
Mr. Nguyen Hoang Giang - teacher at Au Co Secondary School, Nha Trang, Khanh Hoa - said: "A practice certificate is only necessary for teachers who need to open classes outside of school."
Sharing the same view, Mr. Nguyen Van Luc - former teacher at Trinh Phong Secondary School, Khanh Hoa - also said: "Education is a special profession. Pedagogical students need to be carefully selected for their pedagogical skills and moral qualities, to be qualified to stand on the podium.
In particular, instead of professional certificates, we should find solutions to help teachers focus on teaching, research teaching methods, and improve the quality of lectures."
