As a key transport project of Nghe An province, the project has a total investment of about 500 billion VND from the central budget fund invested by Project Management Board 85. The project is expected to be completed in 2025 but the progress is delayed due to site clearance problems.
According to Project Management Board 85, to date, about 1.21km of the project is entangled with power lines, water lines, houses and works of 63 households; the remaining 5.4km cannot be constructed due to technical infrastructure works such as medium and low voltage power lines, domestic water pipelines of Nghe An Water Supply Joint Stock Company, civil power lines, telecommunications cables of VNPT... Localities have organized the handover of land to construction contractors, but there are still household works that have been approved but have not received compensation.
Nghe An Water Supply Joint Stock Company has deployed welding and installing pipelines for nearly 7,000m, but the progress is slower than committed. During the construction of excavation, many more pipe sections are located within the roadbed area that need to be further relocated, affecting the project progress.
Inspecting the project, Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien emphasized that the current construction progress has not met the requirements. The main reasons are obstacles in compensation payment capital and delays and lack of decisiveness in relocating technical infrastructure works.
To ensure progress, the Vice Chairman of the Provincial People's Committee requested relevant units to focus on definitively resolving land issues, from adjusting compensation capital sources to relocating technical infrastructure of electricity, water supply and telecommunications units, to be completed before April 15, 2026.
The investor is assigned to preside over and coordinate comprehensively to handle site problems; urgently complete procedures to adjust the total investment and allocate sufficient remaining funds to pay people as soon as capital returns to the treasury.
For the People's Committees of Kim Lien, Dai Hue, Van An communes, the Vice Chairman of the Provincial People's Committee requested to be more drastic in directing the relocation of medium and low voltage power lines; urgently mobilize households to hand over land as soon as they receive money. For households that have received money but obstruct construction or have not dismantled architectural structures, request inspection, verification and thorough handling.
The Vice Chairman of the Provincial People's Committee requested Nghe An Water Supply Joint Stock Company to proactively increase construction teams, accelerate the speed to complete before April 15, 2026, without waiting for the contractor to finish excavating the foundation before relocating. Telecommunications units urgently coordinate to relocate the cable system on the entire route, not to delay the overall progress.
In Nghe An, many important transport infrastructure projects have been delayed due to site clearance, this is the biggest bottleneck but there is no fundamental solution.
