The Urban Housing Area and Culture and Sports Complex project of Cam Khe commune (Cam Khe town, former Cam Khe district) was approved for investment policy by Phu Tho Provincial People's Committee in Decision No. 2494/QD-UBND, dated October 5, 2021.
The project's objective is to invest in synchronous housing areas and a system of technical infrastructure works, meeting the housing needs of people, improving the environment, and beautifying the architectural and landscape space for the area.
The project has an area of 20.57 ha, including adjacent houses, villas, public works (cultural houses, sports facilities) with beautiful architecture, green landscapes, water surfaces, and a system of synchronously built technical infrastructure works. The total investment of the project is more than 1,087 billion VND.
According to the report of Cam Khe Commune People's Committee, the project has cleared 19.74/20.57 ha of land. The area of 0.85 ha of land that has not been cleared, including residential land and perennial crop land of 10 households and individuals in Dong Tam area, Cam Khe commune, is being managed and used.
Over the years, during the project site clearance process, Cam Khe district and Cam Khe commune have regularly propagated, mobilized, and dialogued with households with land subject to recovery. However, there are still 10 households that do not receive compensation money and do not receive resettlement land.
According to the leader of Cam Khe People's Committee, the project has been approved and implemented by competent authorities in accordance with the law on land, investment and construction. However, there are still some cases of non-compliance, making requests that are not in accordance with regulations, affecting the project progress. Therefore, Cam Khe Commune People's Committee is forced to organize land recovery coercion.
Previously, at the regular citizen reception in January 2026, a number of citizens (belonging to the 10 households mentioned above) petitioned and reflected to the Chairman of Phu Tho Provincial People's Committee about the compensation unit price and resettlement arrangement of the project.
After listening to citizens' opinions, Chairman of Phu Tho Provincial People's Committee Tran Duy Dong directed the Department of Agriculture and Environment, Department of Justice to coordinate with Cam Khe Commune People's Committee to inspect and review all land acquisition dossiers, and directly work with people who have opinions.
On February 9, the Department of Agriculture and Environment issued a document responding to citizens' complaints under the direction of the Chairman of the Provincial People's Committee.
The results of inspection and review determined that the Urban Housing Area and cultural and sports complex project in Cam Khe commune belongs to the case of State land acquisition under Clause 3, Article 62 of the 2013 Land Law.
Therefore, the land price for compensation is determined according to the specific land price as prescribed in point d, clause 4, Article 114 of the 2013 Land Law. The basis for building and approving compensation, support and resettlement plans based on the specific land price is in accordance with regulations.
