Implementing the direction of the Ministry of Public Security, the People's Committee of Ninh Binh province and the Director of the Provincial Police on promoting the implementation of Directive No. 22, dated August 18, 2025 of the Prime Minister on strengthening solutions to ensure order and safety of railway traffic in the new situation.
In recent times, the Traffic Police Department of Ninh Binh Province has proactively coordinated with relevant units and authorities of wards and communes where the railway line runs through to organize propaganda, dissemination and education on laws on railway traffic safety and order.
At the same time, strengthen patrols, control, detect, and strictly handle violations, especially in areas at high risk of railway traffic accidents.
The authorities have eliminated 4 self-opened crossings across railway lines in the area. This is a level crossing that people have opened themselves to cross the railway for a long time, with a large number of vehicles circulating, posing a very high risk of accidents.
Previously, Lao Dong Electronic Newspaper had a series of articles reflecting on traffic insecurity from self-opened crossings across the railway in Ninh Binh province.
Mr. Nguyen Cao Son - Vice Chairman of Ninh Binh Provincial People's Committee - said that up to now, the province has completed the construction of a service road and fence system with a total length of 2,687m. At the same time, 267/499 self-opened paths were removed.
Currently, the Provincial People's Committee is focusing on directing the Ha Nam Construction Investment Project Management Board to speed up the implementation of the Hanoi - Ho Chi Minh City railway project (implementation period from 2021 - 2025).
After the project is completed, an additional 5,173m of service road will be formed and 75 more self-opened walkways will be eliminated.
While waiting for the removal of level crossings and spontaneous crossings across the railway, the People's Committee of Ninh Binh province has directed localities where the railway passes through to arrange personnel to guard self-opened crossings with a high risk of traffic accidents.
At the same time, coordinate with the railway industry to organize professional training for police personnel, fully equipping police service equipment according to regulations.
