On December 1, speaking with a reporter from Lao Dong Newspaper, a representative of the People's Committee of Bim Son Ward, Thanh Hoa Province, said that the locality is carrying out a process to handle the violation against Bim Son Cement Joint Stock Company, after the incident of this company spreading black dust to residential areas in the area.

"We are working with the company to prepare a violation file. After completion, the dossier will be submitted to the Chairman of the Ward People's Committee to issue a decision on handling" - said a representative of Bim Son Ward People's Committee.
Previously, as reported by Lao Dong Newspaper, people in Quarters 13 and 14, Bim Son Ward, Thanh Hoa Province were upset by the dust from the Bim Son Cement Factory area, covering many residential areas, seriously affecting their lives.
Not only in residential areas, black dust also affects schools in the area. Worried about the dust affecting the health of students and teachers, Lam Son 3 Primary School reported the incident to the local authorities.
Receiving feedback, the People's Committee of Bim Son Ward has inspected and requested the Department of Agriculture and Environment to support the provision of automatic and continuous environmental monitoring data for dust and emissions of a number of manufacturing enterprises in the last period of October 2025.


Results from the Center for Environmental Monitoring - Geology show that in the days from October 23 to 27, 2025, some monitoring parameters at the automatic and continuous monitoring station of Bim Son Cement Joint Stock Company (average hourly value) exceeded environmental technical standards.
Immediately afterwards, the Department of Agriculture and Environment of Thanh Hoa requested Bim Son Cement Joint Stock Company to immediately correct the problem. If they continue to discharge dust and emissions exceeding the standards, the Department will inspect and strictly handle them according to regulations.
Bim Son Cement Joint Stock Company later admitted to spreading the dust as reported by the people. According to the report, the cause was an unexpected incident when testing the ID fan of Lot 3 of the heat emission project: there was a time when the ID fan suddenly stopped, causing dust to filter and overload, spreading into the environment. In addition, the dust filtering system had a problem with the mist spraying water pump, causing the amount of gas entering the dust filter to increase, and the dust filtering efficiency to decrease.
