In October 2025, the People's Committee of Nam Nha Trang Ward (Khanh Hoa Province) issued a plan to enforce and dismantle cases of encroachment on water surface to place rafts, traps, and illegal aquaculture in the upstream area of the Tac River - Quan Truong River.
According to the report of the Department of Economy - Infrastructure and Urban Areas of Nam Nha Trang Ward, through on-site inspection, it was found that in this area, there were a number of organizations, individuals and households who arbitrarily set rafts, dropped traps, and aquaculture rams in violation of regulations.
This activity not only pollutes the environment and loses the urban beauty but also hinders the natural flow of the river.

Previously, the locality had issued notices many times requesting the demolition of violating works. However, up to now, there are still some households that have not complied, even deliberately re-offending.
According to the plan signed by Mr. Nguyen Van Minh - Chairman of Nam Nha Trang Ward People's Committee, the authorities will conduct an inspection and dismantle all violating rafts, traps and buoys.
Currently, the buoys are mainly made of foam materials, plastic cans, plastic bins... released densely along the river.
The floating rafts are constructed with bamboo frames, divided into cages with an average size of 3m x 4m, each area has dozens of vertical rafts, parallel to the water surface area covered up to hundreds of square meters for floating.
The violation scope is determined to extend along the Tac River - Quan Truong River, from the area of the People's Fishing Port (old Vinh Truong Ward) to Binh Tan Bridge, running along Ring Road 2 to Phong Chau Bridge (old Phuoc Hai Ward), including the section of the river passing through the old Vinh Thai and Phuoc Dong communes, in Nam Nha Trang Ward, Khanh Hoa Province.
The area for enforcement and demolition is located in residential groups 2 Phuoc Trung, 2 Phuoc Thanh, 3 Phuoc Tin, Phuoc Trung, Phuoc Dien, Truong Dong, 5 Truong Son, Vinh Xuan...
These locations are adjacent to Ring Road 2, Nguyen Tat Thanh Street and some projects under implementation, often with high population density and vehicles.
Therefore, the authorities were required to temporarily block off a number of key locations to ensure security, order and traffic safety during the performance of their duties.
Nam Nha Trang Ward People's Committee said that the enforcement is being carried out to restore the current state of the river surface, ensure open flow, and at the same time raise people's awareness of law compliance in urban environmental management and protection.
