Many serious environmental violations
On August 6, information from the People's Committee of Cam Tan commune, Thanh Hoa province said that the unit had just coordinated with relevant agencies to publicly announce the results of administrative sanctions in the environmental field, related to the operation of the pig farm cluster of Mr. Nguyen Quoc Chinh and Ms. Le Thi Phuong.

Accordingly, after the inspection, the People's Committee of Cam Tan commune issued decisions to sanction administrative violations No. 217, 219, 220 against Mr. Nguyen Quoc Chinh and Ms. Le Thi Phuong.
Mr. Nguyen Quoc Chinh was punished for violating the two pig farms for the following acts: not properly or fully implementing the content of the decision approving the results of the environmental impact assessment report; installing pipes or other waste lines to discharge untreated waste into the environment; burying, filling, dumping, discharging, burning common solid waste in violation of regulations; discharging wastewater exceeding technical standards. The total fine for the two pig farms owned by Mr. Chinh is 350 million VND.
The authorities requested Mr. Chinh to force the demolition of plastic pipes discharging waste in violation of regulations, forcing him to transfer common solid waste to a competent treatment unit.
Ms. Le Thi Phuong was punished for violating a pig farm with similar acts, and at the same time did not have an environmental license as prescribed. Ms. Phuong's farm has been suspended for 4.5 months from the date of receipt of the penalty decision. The total fine is 660 million VND.
With 3 decisions to sanction, the total fine for the farm cluster of Mr. Nguyen Quoc Chinh's family is 1.01 billion VND.
Prolonged pollution makes people angry
Previously, since the beginning of June 2025, many households in Long Tien village, the old Cam Long commune (now Cam Tan commune after the merger) have continuously protested the prolonged discharge of waste from the farm, affecting the health, daily life and cemetery area of the village.

Through inspection, the pond containing water adjacent to Tra Boi dam near the pig farm area was black and smelly. The water hole near the dam is about 5m wide, 70m long, 350m2 wide, and also has black water and a strong stench. The authorities discovered a wastewater pipeline discharged from the pig farm into Tra Boi dam; the wastewater was black and had a clear foul smell. In previous days, there were dead fish in this dam, although the number was not large.
Working with the authorities, Mr. Nguyen Quoc Chinh admitted the violation, apologized to the people of Long Tien village and pledged to fix the problem, tarpaulin the tank, collect and treat all generated wastewater.
On June 15, a working group of the Department of Environmental Crime Prevention and Control (C05) - Ministry of Public Security returned to the locality, coordinated with the provincial authorities to check and take water samples to clarify the incident.
It is known that Mr. Chinh's farm has a scale of 2,400 sows and nearly 5,000 sows/catch, divided into 2 farms, operating since 2018.
