Functional forces determined that the passenger car driver was Nguyen Van D (born in 1982, residing in Chi Minh commune, Hung Yen) who had the act of driving the vehicle in the wrong lane (in the opposite direction); driving in the emergency stop lane of the Noi Bai - Lao Cai expressway (in the direction of Lao Cai to Hanoi) at noon on January 4.
Team 1 made a record of administrative violation, fined 10 million VND, and deducted 2 points from the driver's license for driver Nguyen Van D.
