On August 25, the Vietnam Road Administration issued a notice prohibiting vehicles from entering the center of storm No. 5 from Thanh Hoa to Quang Tri.

In the face of the complicated developments and strong intensity of storm No. 5 in 2025, the Vietnam Road Administration has just issued an urgent dispatch No. 15/CD-CDBVN directing Road Management Zones, Department of Construction, Project Management Boards and BOT enterprises on the entire route from Thanh Hoa to Quang Tri to immediately deploy natural disaster prevention measures to ensure traffic safety and people's lives.

The Vietnam Road Administration strictly prohibits all road vehicles (including fixed passenger vehicles, contract vehicles, tourist vehicles) from entering the storm center and areas directly affected by storm No. 5, especially sections on the national highway and expressway system from Thanh Hoa to Quang Tri.

For fixed passenger transport routes, transportation businesses are required to proactively adjust their routes, change departure times, and choose alternative routes to avoid landslides and deep flooding, ensuring absolute safety for passengers.

For contract vehicles and tourist vehicles, operations are strictly prohibited in areas with warnings of natural disasters, floods, and landslides, and transport units must regularly update weather information and coordinate with local authorities to respond promptly.

Conduct inspections of all ferry terminals, pontoon bridges, ferry terminals and vehicles serving river crossing assigned for management; prohibit the organization of passenger transportation to the river when storm No. 5 makes landfall and in bad weather conditions: thunderstorms, storms, and major floods.

Checking and assessing the status of the bridge in the area affected by storm No. 5, for cable-stayed bridges and weak bridge girders, it is necessary to organize regular monitoring and prohibit people and vehicles from traveling when storm No. 5 makes landfall to ensure safety.

Review the entire national highway system and local roads assigned for management, prioritize inspection of routes: Connecting administrative centers, evacuation points, wharves, bus stations, storm shelters; Areas frequently affected by landslides, rockfall, prolonged flooding or high risk of traffic safety loss.

Organize 24/24-hour guard and guard at vulnerable locations, areas under repair or at risk of insecurity. Absolutely do not let people and vehicles pass through dangerous areas without safety measures.

Establish a remote warning system, deploy full signs, barriers, and night signal lights in areas with landslides, deep flooding, or high risk of accidents. Regularly update weather developments, flood forecasts and landslide warnings to adjust traffic organization plans and appropriate traffic flow. Proactively establish bypasses, temporary routes, and vehicle turning points when necessary.

Coordinate with the local Steering Committee for Disaster Prevention and Control to organize rescue forces to ensure 24/24 hours of traffic; regularly monitor the developments of Storm No.2; at the same time, request units to organize 24/24 hour duty; regularly report the developments and impacts of Storm No. 5 to the Steering Committee for Disaster Prevention and Control of the Vietnam Fatherland Front Department by phone number "1900.54.55.70 - branch No. 3".
