Hanoi and Ho Chi Minh City are the two localities leading the country in the number of cars that have expired in 2025, with a total of over 3,700 vehicles.
According to a report from the Vietnam Register sent to the Ministry of Construction, the Traffic Police Department, the National Traffic Safety Committee and the People's Committees of provinces and centrally-run cities, in 2025, the whole country had 10,016 cars with expired service life. Among these, there are 91 passenger cars and 9, 925 cargo cars. Ho Chi Minh City is the locality with the largest number of expired cars with 2,151 cars, including 2,147 trucks and 4 passenger cars. Hanoi ranks second with 1,558 cars, including 1,556 trucks and 2 passenger cars.
In the opposite direction, Cao Bang is the locality with the lowest number of expired vehicles, with 5 vehicles, all of which are trucks.
Representatives of the Vietnam Register said that the compilation and reporting of the list of vehicles that have expired their service life aims to implement Decree 166/2024/ND-CP of the Government regulating the conditions for business of motor vehicle inspection services, the organization and operation of vehicle inspection facilities, and the service life of motor vehicles; and at the same time implement Directive 29/CT-TTg of the Prime Minister on handling road traffic vehicles that have expired their service life and expired inspection.
In addition, this move aims to strengthen the management of vehicles that have expired their service life and expired inspection in localities.
The detailed list of all expired vehicles has been publicly posted on the Department's Electronic Information Portal. Functional agencies can download and look up vehicles 24/24h to serve management and handling of violations," a representative of the Vietnam Register informed.
