The Ministry of Construction issued Circular No. 17/2026/TT-BXD amending and supplementing a number of articles of Circular No. 14/2025/TT-BXD dated June 30, 2025 of the Ministry of Construction regulating driver training; training, inspection, and issuance of certificates of training in legal knowledge on road traffic. The new Circular takes effect from July 1, 2026.
One of the notable points is Circular No. 17/2026/TT-BXD adjusting the A1 training program in the direction of reducing 01 hour of theory lesson, and increasing 01 hour of driving practice.


According to new regulations, the driving practice distance on the training ground is reduced by 50 km, in addition, the training time on the field is reduced by 7 hours for grades B and C1.


Circular No. 17/2026/TT-BXD also supplements the safe driving time requirement for cases of upgrading from D1, D2 to CE. Specifically, D1 to CE, D2 to CE, safe driving time from 03 years or more before upgrading.
Regarding the dossiers of driver learners, for cases of upgrading driving licenses to grades D1, D2 and D, Circular No. 17/2026/TT-BXD replaces the requirement to submit a secondary school diploma with a "copy confirming completion of the secondary school education program or higher or a secondary school diploma or higher" in the driving learning dossier.
Circular No. 17/2026/TT-BXD amends regulations on issuing certificates of training in legal knowledge on road traffic for specialized motorbike drivers participating in road traffic as follows:
Within 05 working days from the date the inspection results meet the requirements, the head of the road traffic law knowledge training facility shall issue certificates to learners in paper or electronic form; in case of returning in electronic form, they shall be posted on the Information System of road traffic law knowledge training certificates at the road traffic law knowledge training facility for individuals to print or store on electronic devices.
Extending the storage time of data for issuing certificates of training in legal knowledge on road traffic.
The new Circular allows extending the storage time of data for issuing certificates of training in legal knowledge on road traffic (minimum storage time is 50 years).
Specifically, data for issuing certificates of training in legal knowledge on road traffic is stored for a minimum of 50 years at the Department of Construction. Data storage time at road traffic legal knowledge training facilities: Data on training, inspection and training in road traffic legal knowledge is stored for a minimum of 03 years; data for issuing certificates of training in road traffic legal knowledge is stored for a minimum of 50 years...
For training courses that have opened before the effective date of this Circular (July 1) but have not yet completed the training course before the effective date of this Circular, the training institution evaluates the learning results of the theory and practical training content of students to consider completing the training course according to the provisions of Circular No. 14/2025/TT-BXD.
For certificates of completion of training courses and certificates of fostering legal knowledge on road traffic issued before the effective date of this Circular, they can continue to be used according to regulations.
