The Ministry of Public Security is sending the Ministry of Justice for review of the draft (third time) of the Decree detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety.
Clause 8, Article 11 stipulates the database on insurance for owners of motor vehicles and specialized motorbikes (including motorbike insurance and car insurance).
Accordingly, the insurance information of motor vehicle owners is as follows:
Information about the motor vehicle owner: Name, address, phone number, identification number of the motor vehicle owner or passport number (for individual motor vehicle owners).
Information about motor vehicles: license plate number or chassis number, engine number, vehicle type, tonnage (for cars), number of seats (for cars), vehicle use purpose (for cars), brand, capacity, paint color, year of manufacture;
Insurance company information: Name, address, hotline number.
Civil liability insurance level for third parties and passengers.
Responsibilities of motor vehicle owners and drivers in case of accidents.
Insurance period, insurance certificate number, insurance premium, premium payment period, application date, place of application; applicant.
Information on compulsory civil liability insurance compensation for motor vehicle owners; information on accidents, administrative sanctions, registration, and inspection related to motor vehicles is collected through connection with the database of the Ministry of Public Security and the Ministry of Transport.
Other information related to insurance of motor vehicle and specialized motorbike owners.
Article 10 of this draft stipulates that the responsibility for building a database on motor vehicle owners' insurance will be built by the Ministry of Finance.
According to this draft, the Decree will take effect from January 1, 2025.
