Note new regulations on motorbike and car speed from 2025

The Ministry of Transport has just issued a new circular regulating the speed of motorbikes and cars, effective from January 1, 2025.

The Ministry of Transport issued Circular No. 38/2024/TT-BGTVT on speed and safe distance of motor vehicles and specialized motorbikes participating in traffic on roads.

Accordingly, the maximum operating speed allowed for motor vehicles participating in traffic on roads in densely populated areas is as follows:

Maximum speed for motor vehicles outside residential areas is as follows:

The Circular stipulates that the maximum allowable operating speed for specialized motorbikes, motorbikes and similar vehicles participating in road traffic (except highways) is 40 km/h.

The Circular also stipulates that four-wheeled motor vehicles when participating in traffic within the permitted operating range and time, the maximum operating speed is 30 km/h.

This Circular also stipulates the maximum and minimum allowable operating speeds for motor vehicles and specialized motorbikes on highways as follows:

Highways must be posted with maximum operating speed and minimum operating speed signs.

Accordingly, the maximum allowable operating speed on the highway is 120 km/h.

The minimum allowable operating speed on the highway is 60 km/h.

In case the expressway has a design speed of 60 km/h, the minimum operating speed shall be implemented according to the traffic organization plan approved by the competent authority.
