On November 22, the Inspectorate of the Department of Transport of Binh Thuan province said that recently, it has increased inspection of the operation of journey monitoring devices on passenger cars at bus stations in the province.
The inspection is to ensure that the passenger car's journey monitoring equipment is working before entering the station and after leaving the station.
Based on the list of vehicle license plates and departure times sent to the Department of Transport, the Department of Transport Inspectorate checks the operation of passenger vehicle journey monitoring devices at bus stations through the website "System for maintaining and updating the database of monitoring the journey of transport business vehicles" with the provided password.
According to Article 12, Decree 10/2020/ND-CP, passenger and cargo transport vehicles or shuttle vehicles must install a journey monitoring device.
This device stores and transmits information about the journey, operating speed, and continuous driving time to the journey monitoring data system of the Ministry of Transport (Vietnam Road Administration).
This Decree also stipulates that it is not allowed to use technical measures, peripheral equipment, or other measures to interfere with the operation, disrupt (or interfere with) GPS and GSM waves, or distort data of vehicle tracking devices.
Inspectors of the Binh Thuan Department of Transport have inspected more than 200 vehicles operating at bus stations in the province. Most of the vehicles complied with regulations on fixed-route passenger transport. However, some vehicles still transmitted data from the journey monitoring device that did not comply with regulations.
Accordingly, the Inspectorate has reminded the above vehicles, requiring them to immediately fix the error of the interrupted journey monitoring device before allowing the vehicle to leave the station.
A vehicle technical incident appraiser said that the journey monitoring device on passenger cars is very important, and is one of the databases serving the investigation when traffic accidents occur. Therefore, this device must ensure continuous operation and when an incident occurs, the investigator takes steps to extract data later.
