Decision No. 1383/QD-BCA on the announcement of a list of amended and supplemented administrative procedures in the field of registration and management of motor vehicles and specialized motorbikes; licensing the operation of smart vehicles under the authority of the Ministry of Public Security. The decision takes effect from March 1, 2025.
Procedures for issuing first-time license plates are carried out partially or directly by public services at the central, provincial and commune levels as follows:
Implementation procedures
Step 1: The vehicle owner logs in on the public service portal and accurately, fully and honestly declares the contents specified in the vehicle registration declaration.
In case there is no registration number, the vehicle owner must print the vehicle registration certificate from the public service portal, sign, clearly state the full name and stamp (if it is an agency or organization).
In case the implementation cannot be done on the public service portal, the vehicle owner must declare the vehicle registration directly at the vehicle registration agency.
Step 2: After successfully declaring, the vehicle owner receives the vehicle registration code online, the appointment to process the file is announced by the public service portal via text message or via email to complete the vehicle registration procedures.
Step 3: The vehicle owner takes the vehicle to the vehicle registration agency to check the vehicle, provide the vehicle registration file code and submit the prescribed documents to the vehicle registration agency; register to use the postal service to receive the vehicle registration certificate and license plate.
Step 4: The vehicle registration officer checks the vehicle owner's documents; vehicle documents, compares with the vehicle owner's data information on the vehicle registration and management system and conducts a vehicle physical inspection according to regulations.
Step 5: After the vehicle registration officer checks the vehicle documents and the vehicle is actually valid, the license plate will be issued according to the following regulations:
Issuing a new license plate for cases where the vehicle owner has not been issued an identification license plate or already has an identification license plate but is registering for another vehicle.
Issuing an identification license plate for vehicle owners whose identification license plate has been revoked since August 15, 2023.
In case the vehicle or vehicle documents do not comply with regulations, the documents must be supplemented and completed according to the instructions of the vehicle registration officer in the documents instructions.
Step 6: The vehicle owner receives an appointment letter to return the results, pay the vehicle registration fee and receive the license plate (in case of being issued a new identification plate or in case the vehicle owner requests to reuse the old identification plate that has been revoked, if the vehicle registration agency has not destroyed the license plate according to regulations).
Step 7: The vehicle owner chooses to receive the results at the vehicle registration agency or via postal service.
How to do it
The vehicle owner must declare the vehicle registration certificate on the Public Service Portal or declare directly at the vehicle registration agency. The vehicle registration agency receives documents during working hours.
Return the results at the vehicle registration agency or via postal service.

Scope of settlement
Issuance of vehicle registration certificate: No more than 2 working days from the date of receipt of complete and valid documents.
Issuing a new license plate: Issued immediately after receiving all valid documents.
Issuing new license plates for auctioned vehicles, changing license plates, issuing identification license plates: No more than 7 working days from the date of receiving complete and valid documents.
The time limit for completing vehicle registration is calculated from the date of receiving all valid documents and the vehicle owner completes the payment of vehicle registration fees.
