The People's Committee of Ha Giang province has just issued Decision 49/2024/QD-UBND regulating the use of specialized cars by agencies and organizations.
Among the units equipped with specialized cars in Ha Giang province, there are 62 commune-level units. These are wards, towns, communes in regions 1 and 2 and Lung Cu commune in Dong Van district (this is the only commune in region 3 that is provided with public cars).
These communes are equipped with cars to serve urban order work or environmental sanitation work.

The People's Committee of Ha Giang province assigned the Department of Finance to coordinate with agencies, organizations and units to review, develop plans to rearrange and handle surplus cars according to standards and norms.
Based on the ability to balance the local budget, advise the People's Committee to arrange the annual budget estimate to equip specialized cars according to the standards and norms of agencies and units to ensure savings, efficiency, and suitability with the market purchase price of the corresponding vehicle type.
Agencies, organizations and units directly managing and using automobiles are responsible for:
Manage and use specialized vehicles in accordance with the standards and norms issued under this Decision and in accordance with the provisions of law on management and use of public assets.
Based on the number of specialized cars in use, responsible for reviewing and proposing plans to rearrange and handle surplus cars according to regulations.
Accounting and publicizing costs of using specialized cars according to the provisions of law.
Adjust and update data on cars into the National Database on Public Assets.
The Provincial People's Committee also assigned the Department of Home Affairs to preside over and coordinate with agencies, organizations, and units to arrange and organize a team of drivers when handling surplus cars according to the provisions of the law on labor.
Ha Giang State Treasury, based on standards and norms for the use of specialized vehicles, shall control expenditures related to the purchase, repair, liquidation and other forms of handling of specialized vehicles of agencies, organizations and units in accordance with legal regulations.
