The Ministry of Construction has just sent document No. 10426/BXD-KTQLXD requesting the People's Committees of provinces and centrally-run cities to strengthen the management and announcement of construction material prices; construction price index.
According to the Ministry of Construction, through monitoring and review, in the past time, localities have basically organized timely announcement of construction material prices and construction price indexes to ensure compliance with regulations, but there are still some cases of late announcement compared to the prescribed time, especially the construction price index (currently some localities have only announced until the fourth quarter of 2025), and at the same time, the announced prices of some types of construction materials (such as sand, construction stone...) have not accurately reflected the developments in the market in the past time.
Therefore, to ensure progress, quality, and promote the investment efficiency of key projects in localities in the coming time, promote the allocation and disbursement of public investment capital, and simultaneously implement the goal of high economic growth, the Ministry of Construction proposes that the People's Committees of provinces and centrally-run cities continue to direct the implementation of solutions to improve the quality of announcing construction material prices that have been guided by the Ministry of Construction in the past time.
In which, focus on strengthening management, stabilizing construction material prices, controlling construction material prices (especially types of construction materials such as steel, cement, sand, construction stone, asphalt...) to promptly handle the situation of hoarding goods, manipulating construction material prices, to announce construction material prices and construction price indexes to ensure accurate reflection of market prices.
Currently, fuel prices (gasoline, oil) in June 2026 have decreased compared to the previous period (especially diesel prices), so it is proposed to direct relevant agencies and units to strengthen market management and control, focus on reviewing and surveying construction material prices in localities to promptly announce prices suitable to market developments.
Localities are also requested to base on the regulations on construction price management, prices of direct cost factors constituting construction work prices and construction price indexes in Decree No. 206/2026/ND-CP dated June 15, 2026 of the Government detailing the management of construction investment costs and the guidance of the Ministry of Construction in Circular No. 36/2026/TT-BXD dated June 26, 2026 guiding a number of contents and methods for determining and managing construction investment costs, Circular No. 37/2026/TT-BXD dated June 26, 2026 guiding methods for determining estimate norms and economic and technical indicators (effective from July 1, 2026), to direct relevant agencies and units to organize the survey, collection, and disclosure of information on construction material prices, determine and announce construction price indexes to ensure compliance with regulations.
