On June 27, 2026, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired an online conference to summarize the first 6 months of 2026 of the State Steering Committee for important national projects and key tasks of the transport sector.
Speaking at the conference, the Prime Minister stated clearly that the total number of projects in the transport sector under the State Steering Committee for important national projects includes 38 projects, with a total investment capital of about 5 million billion VND.
The total capital allocated in 2026 for projects is 220,000 billion VND. This is a very large resource, when implemented well, it will promote socio-economic development, effectively contribute to the goal of double-digit growth, and reduce the ICOR coefficient.
The Head of Government clearly stated that obstacles under the responsibility or of units must be proactively resolved according to their authority or coordinated to resolve, without shirking or avoiding responsibility; not waiting for or relying on superiors.

The Prime Minister emphasized some notes in the implementation of projects and works as follows:
First, ensure the progress of project implementation in accordance with the requirements of the National Assembly, Government, and Prime Minister; especially the tasks of implementing Conclusion No. 18-KL/TW; resolutely not postpone, extend, or adjust progress without objective and legitimate reasons.
Second, in terms of quality, deployment must be correct and sufficient in processes, procedures, and legal regulations; ensuring quality, complying with technical standards, safety throughout the project life cycle; strengthening the application and development of science and technology, innovation, digital transformation, and green transformation.
The requirement for progress is very urgent, but not because of progress that it affects standards, quality regulations, and techniques; on the other hand, if the progress has been committed and agreed upon between the investor and the contractor, it must be ensured," the Prime Minister emphasized.
Third, regarding budget control, it is necessary to ensure that project investment costs are calculated correctly and fully according to norms, unit prices, and investment rates. Absolutely do not allow negativity, corruption, loss and waste of state and social resources; regularly monitor, inspect, and promptly handle and rectify signs and risks from the beginning.
Fourth, regarding economic efficiency, the process of implementing transport infrastructure development projects must comprehensively assess economic, political, economic - financial, and socio-economic efficiency.
Fifth, regarding site clearance, mobilize the political system to organize the implementation of compensation, support, resettlement, and arrangement of new accommodation, ensuring social security and legitimate interests of the people.
Sixth, regarding disbursement, accelerating the progress of project implementation, increasing construction volume and disbursement in the third quarter of 2026 must reach about over 50%, to reach the national average.
The Ministry of Agriculture and Environment shall preside over and coordinate with agencies to guide localities to organize reviews and assessments of reserves in construction material mine areas, coordinate between localities, and prioritize material sources for key national projects.
The Inspector General of the Government coordinates with the Ministry of Agriculture and Environment and the Ministry of Public Security to organize specialized inspections and examinations on construction materials in localities to promptly have solutions to remove and handle violations if any in accordance with legal regulations.
If necessary, localities revoke licenses that have been issued but have not been implemented in accordance with regulations to serve the implementation of important projects and works.
