Rearranging hundreds of redundant headquarters
According to the report of the Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena of Ca Mau province, after implementing the two-level local government model, 335 redundant houses and land facilities arose throughout the province.
Among these, there are 188 houses and land facilities belonging to the list of assets assigned to the Provincial Land Fund Development Center and People's Committees of communes and wards for management, exploitation, and handling; the remaining 147 houses and land facilities belong to the list of functional conversion, assigned to People's Committees of communes and wards to organize implementation.

Standing Vice Chairman of Ca Mau Provincial People's Committee Lam Van Bi said that the review, arrangement and handling of redundant headquarters and land and housing facilities is identified by the province as an important task to avoid wasting public assets.
By the end of February 2026, localities had arranged and used 323 houses and land facilities. Thus, the whole province still has 12 houses and land facilities that are being processed.

In addition to redundant headquarters, the whole province currently has 523.3ha of public land managed by the Land Fund Development Center that has not been put into use with 75 land plots (excluding land plots attached to redundant headquarters). Of which, the area put into operation and use to generate revenue is 338.42ha, equivalent to 30 land plots, accounting for about 40%.
In addition, there are still 59.55ha of public land in 11 land plots that are encroached upon or used for wrong purposes.
Regarding public investment, after implementing the two-level local government model, the whole province has 1,657 projects with a total investment of more than 39,136 billion VND.

Of which, 1,576 projects have been implemented with a total investment of 19,589 billion VND. Currently, there are still 81 projects continuing to be implemented with a total investment of 19,546 billion VND.
However, there are still 22 projects and works behind schedule with a total investment of more than 10,486 billion VND that need to be focused on removing. In addition, the province has also received 59 houses and land units handed over by central agencies and units in the locality and related units.
Strengthen supervision to avoid waste
In the process of contacting voters, many opinions expressed concern about the arrangement and use of some redundant headquarters that are not really reasonable. In some places, there are few officials but the headquarters are arranged with too large an area, while some other fields lack facilities, leading to the risk of wasting public assets.
Voter Truong Minh Chien (Bac Lieu ward) said that it is necessary to continue reviewing to reasonably arrange redundant land and housing facilities.
According to Mr. Chien, there was previously a policy to prioritize converting these headquarters to serve the fields of education and healthcare. However, the actual implementation is still limited.
In addition, the conversion of functions from administrative headquarters to educational or medical facilities also faces many difficulties. When changing functions, buildings must be renovated, in some cases the renovation cost may be large, even higher than new construction.

Faced with the above situation, Ca Mau Provincial Party Secretary Nguyen Ho Hai requested Party committees, authorities and functional agencies to urgently and comprehensively review the management and use of public land, public assets, public investment programs and projects and development resources in the area. It is necessary to clarify the responsibilities of each agency, unit, and individual; promptly propose solutions to overcome areas that still have potential risks of wastefulness.
For projects that are behind schedule and have been prolonged for many years, the province requests to focus on handling them thoroughly. Projects that are still capable of implementation need to remove difficulties to accelerate progress; projects that are no longer suitable must be considered for adjustment or termination according to regulations to avoid wasting resources.
The Department of Agriculture and Environment is assigned to preside over and coordinate with departments, branches and localities to review the issuance of land use right certificates for redundant land plots, headquarters and public assets; and at the same time complete legal documents to serve as a basis for strict management and develop plans for effective exploitation and use of these assets in accordance with regulations.
