The report of Corps 12 (Ministry of National Defense) said that the unit is implementing the construction of the Ca Mau - Cai Nuoc and Cai Nuoc - Dat Mui expressway projects. The biggest difficulty currently is the source of materials, especially sand filling to serve the roadbed construction.
According to calculations, the total material demand for projects is very large. In which, filling sand needs about 26 million m3; concrete sand about 2.1 million m3; aggregate stone about 1.5 million m3; cement concrete stone about 4 million m3 and asphalt concrete stone about 0.6 million m3.
However, Ca Mau does not have sand and stone mines, so the supply of materials for projects depends on other localities. This makes it difficult to ensure materials for construction.

Currently, Can Tho City has issued licenses to exploit about 17.203 million m3 of sea sand to serve projects. But because it is the stormy sea season, mining and transportation vehicles are difficult to operate, so the volume of sand supplied to the construction site is still limited.
Some localities in the region are also implementing procedures for licensing sand mine exploration and exploitation.
Specifically, Vinh Long province has issued exploration permits and is completing survey dossiers for about 1.5 million m3 out of a total estimated reserve of 2 million m3.
Dong Thap province is submitting for signing a permit to explore 4 sand mines with estimated reserves of about 1.8 million m3 out of a total of 2 million m3. Meanwhile, An Giang province has held a council meeting to license the exploitation of a sand mine with reserves of about 0.931 million m3.

The investor said that the current procedure for licensing group III mineral exploration and exploitation according to regulations takes about 195 days, equivalent to more than 6 months. The prolonged time makes the commissioning of mines for construction slow, affecting the overall progress of the project.
The Ca Mau - Cai Nuoc expressway is about 42km long, with a total investment of more than 28,100 billion VND. To date, contractors have dismantled the organic soil layer, pumped about 200,000m3 of sand for leveling, reaching about 4% of the volume, and drilled piles at some bridges on the route.
The Cai Nuoc - Dat Mui expressway is nearly 40km long, with a total investment of more than 29,700 billion VND. Construction units are peeling organic material, building embankments for the main route and construction site, with a volume of over 6%.
Corps 12 has mobilized more than 1,500 personnel and over 700 motorbikes and equipment to organize many construction teams on the entire route, maintaining construction during holidays and Tet to ensure progress.
Faced with material difficulties, the construction unit proposed that functional agencies soon remove obstacles in licensing the exploitation of sand mines, and at the same time create conditions for material sources to be put into service at the construction site soon, contributing to ensuring the progress of expressway projects in the area.
