Cao Bang Provincial People's Committee has just issued Document No. 2854/UBND-ND, clearly stating the steps and responsibilities of agencies to carry out the process of developing the adjusted Land Price List according to the 2024 Land Law.
Accordingly, Cao Bang province has agreed in principle to allow the use of investigation and survey records of the provincial Department of Finance to speed up the process of building an adjusted land price list.
To ensure progress and compliance with procedures, the Department of Natural Resources and Environment (DONRE) is assigned to preside over the development of the Land Price List in a local direction and in accordance with the provisions of Article 17 of Decree No. 71/2024/ND-CP.
This Decree includes regulations on budget estimates, guidance on investigation and information collection from the People's Committees of districts and cities to determine the area and location of land for the construction of price lists.
The Department of Finance is responsible for providing documents, survey records and consulting on funding to serve this work. The People's Committees of districts and cities must conduct specific investigations and surveys to provide information to the Department of Natural Resources and Environment, helping to carry out the next steps in the process.
The implementation will be carried out carefully to avoid problems arising earlier, ensuring that the promulgation of the 2024 Land Law is not delayed.
Cao Bang is one of the localities with a rather slow implementation of the Land Law. Of the 62 contents of the 2024 Land Law and its guiding decrees, by October 30, Cao Bang province had completed 84%.
Agencies such as: Cao Bang Provincial People's Council has passed 8 resolutions; Provincial People's Committee has also issued 14 resolutions, 4 decisions have not been issued because they have not been consulted.
In the contents of the Land Law, there are 2 regulations that are not issued because Cao Bang province does not have a one-level land fund development center system nor a high-tech zone.
