Statistics up to the beginning of 2025 show that the city still has 351 large plots of land and nearly 15,000 resettlement plots that have not been put into operation. In the past three years, only 14 large plots of land and 88 resettlement lots have been successfully auctioned - a figure that is too modest compared to the potential and development needs.
Not only facing difficulties in land fund, Da Nang also faced difficulties due to a series of problems related to planning and inspection conclusions. From 2012 to 2020, Da Nang had to review over 1,300 projects with signs of violations, affecting land use rights, investment plans and market sentiment. In Son Tra peninsula alone - a key area for tourism and ecology - there are still 13 projects that have not been able to complete investment and land procedures.
At the meetings with voters at the end of 2024 and the beginning of 2025, Da Nang City Party Secretary Nguyen Van Quang emphasized that the city has soon identified the risk of wasting land resources and "shelved" projects, included this content in the Resolution of the 22nd National Party Congress of the City Party Committee and determined to remove it within its authority.
Along with specific action plans such as Plans 890 and 115 of the City People's Committee, the working group has accelerated the progress of handling problems in each project group. As of June 2025, Da Nang has completed 12/15 financial obligations calculation plans, collecting VND 1,470/2,308 billion that needs to be collected according to Conclusion 2852/KL-TTCP. The city also adjusted the land use term in accordance with regulations for 692/1,313 cases of wrongly granted land, the rest are being further handled.
In particular, in the group of projects with long-standing "legal problems", the Dragon City-Park project of nearly 70 hectares has been reissued a Land Use Rights Certificate. The Thuan Phuoc New Urban Area project worth over VND11,000 billion has also officially started construction after 15 years of stagnation. Marina Complex - a real estate and cruise port complex along the Han River - is completing documents to restart.

At the June 2025 Preliminary Conference, Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged: Da Nang has resolved 40% of the project problems - a very encouraging result. The city needs to continue to speed up the removal of obstacles for about 60% of remaining projects and land in accordance with the direction of the Central Government".
