On August 28, at the 5th (thematic) session of the People's Council of Dong Nai City, term I, 2026-2031, delegate Nguyen The Phong, Secretary of the Party Committee, Chairman of the People's Council of Dai Phuoc commune, reflected on the situation of collection, speculation, and land price manipulation to meet project planning and infrastructure.

According to delegate Nguyen The Phong, some organizations and individuals take advantage of information to buy and collect, broker, create "waves", push up prices, enjoy differences, distort the market; especially in the area preparing for project implementation, land prices are pushed up, putting pressure on compensation and site clearance, prolonging project progress.

The situation of land subdivision, transfer, change of purpose, construction and use of land not in accordance with regulations is still complicated. There are cases of arbitrary subdivision, formation of traffic roads, construction of works, creating illegal status quo, allowing prolonged violations to become a fait accompli, causing difficulties for handling, breaking planning, fragmenting development space, increasing infrastructure investment pressure and leaving long-term consequences for the urban development process.
It is proposed that the City People's Committee have strong and drastic solutions to control, prevent, and stop speculation, price manipulation, and land profiteering; strictly handle cases of aiding, covering up, legalizing violations or taking advantage of positions for profiteering," Mr. Nguyen The Phong proposed.
Also at the session, many delegates proposed solutions to remove bottlenecks and obstacles in land use right auction projects.

According to the Dong Nai City Land Fund Development Center, to achieve the goal of striving to collect state budget revenue from land use fees of 55,000 billion VND, contributing to completing the target of striving to collect state budget revenue in 2026 in the city reaching 150,000 billion VND, the City People's Committee has submitted to the City People's Council for consideration and approval of the list of land recovery for 10 land plots to implement compensation and auction of land use rights, with a total area of more than 2,424ha.
To date, 4 land plots meet the conditions to organize auctions in 2026, and the remaining 6 land plots will be implemented procedures and put up for auction in 2027.

Delegate Nguyen Minh Binh, Secretary of the Party Committee of Bien Hoa Ward, also raised the situation that some industrial parks and businesses investing in construction and infrastructure business are leased land by the State with annual payment, but when leased back to secondary businesses, they agree to collect one-time fees for the entire lease term, including land lease fees, infrastructure usage fees, management fees and related expenses.
If not promptly inspected and correctly distinguished the nature of each revenue item, it will lead to a lack of publicity and transparency; difficulty in controlling revenue, financial obligations, tax obligations; potential risk of budget revenue loss and reducing the efficiency of land resource exploitation.
