Information from the People's Committee of Thanh Xuan District (Hanoi) on November 21 said that the district has decided to temporarily suspend the forced land acquisition for the Phung Khoang new urban area construction project in Nhan Chinh ward.
The reason for the postponement is that according to the schedule, the Hanoi People's Committee will have a dialogue with households whose land is subject to land acquisition on November 22. Therefore, the enforcement session on November 21 will be postponed until further notice.
Previously, the People's Committee of Thanh Xuan district issued a Decision approving the plan to organize the compulsory land recovery for cases of failure to hand over the site to implement the Phung Khoang new urban area construction project in Nhan Chinh ward and Thanh Xuan 220/110kV transformer station.
According to the plan, on November 21, Thanh Xuan district will forcibly reclaim 3,286.82 square meters of land and constructions on land of 34 cases (3 constructions will be reclaimed, completely demolished, 31 vacant lots) with 2 constructions being B2 buildings and 1 construction being a temporary house.
The enforcement time starts at 8:00 a.m., at the land named "Go Ba Xa", Ho Me Tri street, Nhan Chinh ward.
After completing land acquisition in the above cases, the district will hand over the site to Hanoi Electricity Corporation to implement the Thanh Xuan 220/110kV Transformer Station Project, in order to contribute to ensuring energy security and serving people's lives in the district.
The remaining land will be handed over to the unit implementing the Phung Khoang New Urban Area Construction Project.
The project to build the new urban area of Phung Khoang was approved by the Hanoi People's Committee on December 15, 2008 in Tu Liem district (now Nam Tu Liem district) and Thanh Xuan district.
The project has a total land use area of 276,711m2; in Nhan Chinh ward, Thanh Xuan district (5,837m2) and Trung Van ward (269,380m2), Me Tri (1,494m2) in Nam Tu Liem district.
Of which, the area that Thanh Xuan District People's Committee must carry out site clearance is 5,837m2 of 55 cases (2 organizations and 53 households and individuals).
On August 31, 2022, the Hanoi People's Committee continued to issue Decision No. 3162/QD-UBND on approving the adjustment of the investment policy, including the content of extending the project implementation progress. However, the project has not been able to be implemented yet due to lack of land.
