According to the People's Committee of Thanh Xuan district, the project to build the new urban area of Phung Khoang was approved by the People's Committee of Hanoi on December 15, 2008 in Tu Liem district (now Nam Tu Liem district) and Thanh Xuan district.
The project has a total land use area of 276,711m2; in Nhan Chinh ward, Thanh Xuan district (5,837m2) and Trung Van ward (269,380m2), Me Tri (1,494m2) in Nam Tu Liem district.
Of which, the area that Thanh Xuan District People's Committee must carry out site clearance is 5,837m2 of 55 cases (2 organizations and 53 households and individuals).
In 2020, Hanoi People's Committee approved local adjustments to the Detailed Planning of both sides of the extended Le Van Luong Street (To Huu Street) at a scale of 1/500.
In a part of the land plot with the planning symbol CII-CXTP, the Thanh Xuan 220/110kV Transformer Station is planned to be built (land use planning and power supply planning) with a land use area of about 4,421m2 of land located in the land area of the Phung Khoang new urban area construction project (the land area of the Transformer Station is located in Thanh Xuan district, about 423m2, the remaining area is located in Nam Tu Liem district).
Regarding the results of site clearance, Thanh Xuan District People's Committee issued 36 decisions approving plans and 36 decisions to reclaim land from 2 organizations and 34 households and individuals (2 organizations signed the site handover minutes).
Of which, 12 households and individuals had their land recovered to build the Thanh Xuan 220/110kV Transformer Station with an area of 423m2 (divided into 2 areas: area 1 is 166m2, area 2 is 257m2).
Thanh Xuan District People's Committee has organized compensation and support payments (twice), but households and individuals did not agree to receive the money and did not hand over the land to implement the project.
On October 1, 2024, the People's Committee of Thanh Xuan District issued 34 decisions on compulsory land acquisition to implement the Phung Khoang new urban area construction project in Nhan Chinh Ward, Thanh Xuan District. After that, a decision was issued on the establishment of a Land Acquisition Enforcement Board to implement the project.
According to the plan, on November 21, Thanh Xuan district will organize the compulsory recovery of 12 cases with a land area of 423m2 within the construction area of Thanh Xuan 220/110kV Transformer Station.
After completing land acquisition in the above cases, the district will hand over the site to Hanoi Electricity Corporation to implement the Thanh Xuan 220/110kV Transformer Station project, in order to contribute to ensuring energy security and serving people's lives in the district.
For the remaining 22 cases, Thanh Xuan District People's Committee is focusing on directing the implementation of site clearance work according to regulations.
