According to information from the People's Committee of Dai Mo ward, Hanoi city, the ward government has just mobilized maximum forces, closely coordinated with relevant departments and agencies to simultaneously launch a campaign to organize coercion and force the implementation of remedial measures for a series of projects violating land laws.
Enforcement work is being implemented drastically in hot spot areas in the area including Su Dong, Dang Xung, Doc Khoai, Lai Dai and Pumping Station land plots.
This is considered one of the strongest and most resolute moves of the ward government in the past time to rectify and restore order and discipline in the management of land resources and construction order, which is one of the priority tasks," said the People's Committee of Dai Mo ward.

According to the ward government, the organization of this large-scale coercion is aimed at effectively implementing state management of land, bringing construction activities in the ward into the framework, and complying with legal regulations.
The campaign focuses on thoroughly and fundamentally handling violations that have been recorded by functional agencies. Resolutely eliminate the situation of encroachment and land use for wrong purposes, absolutely do not let violations remain and prolong, affecting urban planning, thereby preventing the occurrence of complaints or causing prolonged frustration in public opinion as well as in people's lives.
Before carrying out coercion, the Ward People's Committee proactively developed a plan to organize forces in a detailed, scientific and methodical manner.
The ward government has carefully reviewed each dossier, ensuring that the organization of implementation follows the correct order, procedures and authority to handle according to current regulations. Throughout the process of performing tasks on the ground, the People's Committee of Dai Mo ward has directly directed and especially thoroughly grasped that functional forces must maintain public service discipline.
All enforcement activities and remedy of violations must be carried out objectively, publicly and transparently in the presence of relevant parties.
Along with that, effectively deploy contingency plans, ensuring absolute safety of life, health and property for all forces participating in the task as well as organizations and individuals present in the area where coercion activities take place.
The coercion work took place safely and in accordance with the regulations and procedures of the law. Through the coercion work, it aims to definitively resolve existing violations, contributing to raising people's awareness of law compliance and maintaining social order and safety in Dai Mo ward.
Strictly handle violations from the beginning
Talking to Lao Dong Newspaper, Assoc. Prof. Dr. Bui Thi An - Deputy Chairman of the Economic Advisory Council (Vietnam Fatherland Front Committee of Hanoi City) said that, with the specific and sensitive nature of agricultural land use, functional agencies need to carefully consider management solutions, in order to both promote development and avoid abuse, causing loss of the precious agricultural land fund of the Capital.
To make urban construction order management more effective, Ms. An believes that functional forces need to strengthen patrols and inspections, promptly detect and strictly handle violations right from the time they arise. Handling needs to ensure timeliness in preparing dossiers, and at the same time must be thorough in the implementation stage.
According to Assoc. Prof. Dr. Bui Thi An, the process of preparing violation dossiers needs to be carried out quickly and transparently; in particular, there must be coercive measures to thoroughly dismantle the violating part of the project, in accordance with the requirement to restore the original state. If there are no strong and decisive coercive measures, the commitments of the investor or project owner will only stop on paper.
It is time for all levels of government to turn the commitments of "resolute handling" into specific actions, thoroughly dismantling violating works.
Only when the law is strictly, fairly and decisively enforced can negative consequences such as prolonged lawsuits and loss of security and order be prevented, thereby contributing to building a civilized and orderly Capital," Assoc. Prof. Dr. Bui Thi An emphasized.
