After 4 years of implementing the project, many localities have recorded a fairly low completion rate for the 2021-2024 period, many provinces and cities have not yet had completed apartments.
In the 2021-2024 period, Hanoi has completed 13 social housing projects (10 projects have been fully completed and 3 projects have been partially completed), with 11,334 apartments.
This figure is not too high compared to the target of 56,200 apartments by 2030 according to the project to build at least 1 million social housing units, however, it has accounted for nearly 1/6 of the total number of apartments nationwide completed in the period of 2021-2024.
Some localities have also implemented the construction and completion of many apartments in the period of 2021-2024, including Bac Ninh (7,020 apartments); Hai Phong (5,242 apartments); Bac Giang (5,078 apartments); Binh Dinh (4,427 apartments)...
It is known that from now until 2030, Hanoi must complete 44,866 more units, and in 2025 alone, 4,670 units will be completed.
A series of new social housing projects are being implemented
Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that in 2025, the city plans to complete 8 projects (4,670 apartments), start construction of 6 projects (more than 10,200 apartments) and approve investment in 6 new projects, with a scale of 10,500 apartments.
Mr. Mac Dinh Minh - Deputy Director of the Hanoi Department of Construction said that in the first months of 2025, a number of new social housing projects will be started in Hanoi. Notably, some groups of social housing projects are still stuck, the unit has promptly resolved them, and it is expected that in the first quarter of 2025, 3-5 projects will start construction, meeting the housing needs of the people of the capital.
For example, in Dong Anh district and Thanh Tri district (Hanoi), from the end of 2024 to now, there have been 3 new social housing projects being implemented.
The Thang Long Green City project at CT3 land plot - Kim Chung urban area (Dong Anh) has just started construction in March 2025, including 3 12-storey buildings, providing more than 1,100 apartments with an area of 50-64m2, selling price of about 18.4 million VND/m2. The project is expected to be completed in the fourth quarter of 2026.
Previously, in December 2024, two other projects were also started: Social housing area at land plot N01 - Ha Dinh urban area (Thanh Tri) with 255 apartments for sale, 110 apartments for rent, temporary price of 25 million VND/m2; and Social housing area in Uy No commune (Dong Anh) including 4 blocks of 9-storey houses, 466 apartments, deployed by Corporation 319 - Ministry of National Defense, expected to be completed in October 2026.
In order to promptly remove difficulties and obstacles in implementing social housing projects, the Hanoi People's Committee requests units and departments to continue to effectively implement key solutions and tasks to promote decentralization, delegation of authority, reform, minimize administrative procedures, create favorable conditions for businesses to participate in investing in social housing development, and for beneficiaries to access social housing. Focus on implementing the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers, period 2021 - 2030".
The Department of Planning and Architecture shall preside over and coordinate with the People's Committees of districts, towns and cities to continue reviewing and supplementing urban planning and industrial park planning, ensuring sufficient land allocation for the development of social housing, including workers' accommodation and housing for the People's Armed Forces.
The Hanoi People's Committee also assigned the Department of Construction to coordinate with relevant units to inspect legal procedures, prepare a list of projects to build social housing, housing for workers, renovate and rebuild apartments eligible for loans of VND 120,000 billion...
This afternoon (March 6, 2025), the Government will organize a national conference to remove difficulties and obstacles, and promote the development of social housing. The conference was connected online with 63 provinces and cities.
The goal of the conference is to find solutions to remove difficulties and obstacles in social housing development and implement the Project to build at least 1 million houses for low-income people and workers in the period of 2021-2030.
